On the morning of October 6, the 13th Meeting of the 13th Party Central Committee opened in the capital city of Hanoi.

1. In the morning, the Party Central Committee worked at the Conference Hall. The General Secretary delivered the opening speech of the Meeting.

The President, on behalf of the Politburo, presided over the Meeting. The Central Committee discussed and decided on several personnel-related matters:

(1) Elected four additional members to the 13th Central Inspection Commission, including: Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hung Yen Province; Major General Tran Van Phuc, Member of the Provincial Party Standing Committee, Director of Quang Ninh Provincial Police; Trinh The Binh, Head of Department, Secretary to the Politburo Member, Permanent Member of the Secretariat; Tran Quoc Binh, Head of Region III Department, Central Inspection Commission Agency.

(2) Agreed to accept the resignation of Le Quang Huy from his position as a member of the 13th Party Central Committee, following his personal request.

(3) Imposed disciplinary measures in the form of dismissal from all Party positions on Do Trong Hung, a member of the Party Central Committee, former Deputy Head of the Central Organizing Commission, former Secretary of the Provincial Party Committee, former Chairman of the Thanh Hoa Provincial People’s Council, for violating Party regulations and state laws in the performance of assigned duties and responsibilities, in anti-corruption, anti-waste, and anti-negativity efforts; violating regulations on what Party members are prohibited from doing and their responsibility to set an example; causing very serious consequences, public outrage, and very negative impacts on the prestige of the Party organization and local government.

(4) Provided opinions on personnel for the Politburo to decide on nominating to the 15th National Assembly for election to the positions of: Secretary-General of the National Assembly – Chairman of the National Assembly Office, Chairman of the National Assembly’s Committee on Science, Technology and Environment, Member of the National Assembly Standing Committee, Chairman of the National Assembly’s Deputies’ Affairs Committee; and for approval of the positions of: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.

Subsequently, the Central Committee worked in Groups, discussing the contents: (1) Report on the introduction of personnel for the 14th Party Central Committee (both full and alternate members; both re-elected and first-time participants). (2) Report on the introduction of personnel for the 14th Central Inspection Commission (both re-elected and first-time participants).

2. In the afternoon, the Central Committee worked at the Conference Hall: (1) Discussed the Report on the introduction of personnel for the 14th Party Central Committee and personnel for the 14th Central Inspection Commission. (2) Voted on the introduction of: (i) Personnel for re-election to the 14th Central Committee (both full and alternate members) and personnel for re-election to the 14th Central Inspection Commission. (ii) First-time participants for the 14th Party Central Committee (both full and alternate members) and for the 14th Central Inspection Commission.

Afterwards, the Party Central Committee and conference delegates worked in Groups, discussing 6 contents: (1) Draft Political Report to be presented at the 14th Party Congress. (2) Draft Report summarizing certain theoretical and practical issues of the socialist-oriented renovation process in Vietnam over the past 40 years. (3) Draft Report summarizing 15 years of implementing the Party Statute to be presented at the 14th Party Congress. (4) Timing, content, and Program of the 14th Party Congress. (5) Working Regulations of the 14th Congress. (6) Election Regulations of the 14th Congress.

Hanoi

They are characterized by a main auditorium and often include supporting facilities for attendees.

13th Party Central Committee

The 13th Party Central Committee is a political leadership body of the Communist Party of Vietnam, elected at its 13th National Congress in 2021. It is responsible for directing the party’s work and implementing resolutions between national congresses, with its current tenure focusing on national development goals.

13th Central Inspection Commission

The 13th Central Inspection Commission is a key internal control body of the Chinese Communist Party (CCP), established to enforce party discipline and combat corruption. It operates under the CCP’s Central Committee and has been a permanent feature of the party’s structure since its inception, with its role and authority being reinforced in subsequent party congresses.

14th Party Central Committee

The 14th Party Central Committee refers to the central leadership body elected during the 14th National Congress of the Communist Party of China (CPC) in 1992. This committee played a pivotal role in advancing China’s “socialist market economy,” a policy championed by Deng Xiaoping that accelerated the country’s economic reform and opening-up. Its tenure is historically significant for steering China’s rapid modernization and integration into the global economy.

14th Central Inspection Commission

The 14th Central Inspection Commission is the internal control body of the Chinese Communist Party (CCP) for a specific five-year term. Its primary function is to investigate party discipline and combat corruption among party members and organizations. This commission is a key instrument in the CCP’s ongoing internal governance and anti-graft campaigns.

14th Party Congress

The 14th National Congress of the Chinese Communist Party, held in October 1992, was a pivotal political event in modern Chinese history. It is most notable for formally establishing a “socialist market economy” as the national goal, a decision championed by Deng Xiaoping that dramatically accelerated China’s economic reforms and integration into the global economy.

15th National Assembly

The 15th National Assembly is the current legislature of Vietnam, which began its five-year term in 2021 following elections. It operates as the highest representative body and the supreme state power organ in the country, continuing the single-party system led by the Communist Party of Vietnam. Its history is rooted in the first National Assembly elected in 1946 after the nation’s declaration of independence.
