According to the initiative, medical examinations, professional selection, and draft commission meetings will take place. The relevant document is available on the State Duma website. However, the dispatch of conscripts to their military service locations will still occur twice a year – in spring and autumn.
The new draft law also proposes establishing special conscription periods for several categories of citizens:
- Rural residents engaged in field work will be conscripted from October 15 to December 31;
- Educational institution teaching staff – from May 1 to July 15;
- Residents of certain Far North regions – either from May 1 to July 15, or from November 1 to December 31.
What amendments were made to the draft law
Several amendments were introduced to the draft law for the second reading on October 21:
- Conscripts will be required to report to the military enlistment office within no more than 30 days from the date of receiving an electronic summons. From the moment the summons is registered, the conscript will be prohibited from leaving Russia until appearing at the military enlistment office;
- Military enlistment offices will be able to issue extracts from the military registration registry, including in electronic format;
- The draft commission will be able to make decisions on deferment or exemption from conscription without the conscript’s presence. Such applications should be considered within five working days from the date of registration.
The draft law’s consideration in the third reading is scheduled for October 28. If the law is signed by the president, the amendments will come into force on January 1, 2026.
