Regarding the policy of gifting 100,000 VND to each individual on the occasion of September 2, many readers have asked: if the head of household does not represent family members to receive the gift, can individuals in the family register to receive the gift via the VNeID app or receive it directly?
Specifically, reader T.D.K. (25 years old, residing in Ho Chi Minh City) said his father is the head of a household of 4 people. His father has gone away for work, is not at home, and has not downloaded the VNeID app.
So, can the other family members go to the ward to receive the 100,000 VND gift or register to receive it via the VNeID app themselves?
Regarding this matter, the Chairwoman of the Linh Xuan Ward People’s Committee stated that all citizens have the right to go directly to the ward to receive the 100,000 VND gift from the Government, and the local authorities are responsible for distributing the gifts to the people.
The head of household representing the family to receive the gift at the ward People’s Committee is to ensure the most convenience for people during the gift reception process.
However, it is not mandatory that only the head of household can represent other family members to receive the gift.
Therefore, in case of objective reasons, such as the head of household not registering via VNeID or not receiving the gift directly, other family members have the right to register to receive the gift via VNeID or receive it directly at the local authority.
When going, people need to bring personal identification, and the ward will provide an authorization form; people just need to fill in the information. Afterwards, the local police and neighborhood groups will witness, verify, check the list, and distribute the gifts to the people.
Accordingly, the gift is given once per registered household. The amount for each household is determined for each member in the household based on national population data.
The head of household (or a family member with legal authorization from the head of household) can receive it on behalf of the list of members and is responsible for transferring it to the household members.
In case a citizen is working far away and temporarily residing in another locality, they can register to receive the gift via the VNeID app or authorize a relative to receive it on their behalf.

Previously, residents in Linh Xuan ward and Hoa Hung ward (Ho Chi Minh City) were happy and excited to receive the 100,000 VND gift from the bank when registering via the VNeID app.
Many were surprised because they did not expect the gift to arrive so quickly and conveniently, calling it «unprecedented.»
People can register, integrate family members’ identification accounts, and receive transfers on their behalf through the VNeID app.
Simultaneously, the People’s Committees of Linh Xuan ward and Hoa Hung ward also distributed gifts directly to people at arranged locations (depending on the neighborhood). The head of household can represent family members to receive the gift directly at locations announced by the ward.
To ensure the gift distribution for residents in the ward is unified, stable, convenient, and leaves no one out, the ward has announced an extension of the gift distribution period for those who have not received it at 17 Chan Ly Street, Thu Duc Ward (former Binh Tho Ward People’s Committee).
The gift reception period is from September 4 to September 14. Morning hours are from 7:30 AM to 11:00 AM; afternoon hours are from 1:30 PM to 4:30 PM.
