MANILA, Philippines — Senate Minority Leader Vicente “Tito” Sotto III questioned businessperson Sarah Discaya about when they first became billionaires in construction, particularly through DPWH projects, during the Blue Ribbon Committee hearing on September 1.
Discaya replied that they first secured a DPWH project in 2012 and entered into flood control contracts in 2016.
Regarding the viral video showing over 40 luxury vehicles, she insisted it was edited to make it appear as if their wealth came solely from DPWH projects.
Discaya is the president of Alpha & Omega Gen. Contractor & Development Corporation, which was included in the list presented by President Ferdinand “Bongbong” Marcos Jr. of top contractors handling flood control projects in the country.
