SURABAYA – Several areas in East Java are now entering a state of alert. Following the riots that occurred last weekend, the local government moved quickly to ensure stability and public safety remain maintained.

Direct observations in the field show armored vehicles belonging to the Indonesian Army are seen guarding the area, as a precautionary measure to face the potential for further riots.

In response to the escalating situation, the Governor of East Java has officially issued Circular Letter Number 11410 of 2025 concerning adjustments to the implementation of official duties for civil servants and non-civil servants within the East Java Provincial Government.

This policy is in effect for four days, from September 1 to 4, 2025, and is designed to ensure the smooth operation of public services without disregarding the safety of government employees.

“The government must set an example in maintaining stability and ensuring public services run well,” the Governor stated.

In the circular, a number of agencies providing essential public services are required to remain fully operational through 100% Work From Office (WFO). The agencies in question include: The Health Office and hospitals, the Social Office, the Transportation Office, Public Order Agency, Regional Disaster Management Agency, and the National and Political Unity Agency.

Meanwhile, other regional apparatuses are permitted to implement flexible work systems such as Work From Home (WFH) or Work From Anywhere (WFA), adjusted according to the needs and security conditions of their respective areas.

The public is also urged to remain calm and not be easily provoked by parties seeking to worsen the situation. All elements are called upon to maintain unity, brotherhood, and a conducive atmosphere amidst the ongoing social and political dynamics.

“Differences of opinion are normal in a democracy. However, they must be expressed in a polite and dignified manner,” the former Minister of Social Affairs emphasized.

For information, this alert policy emerged following protest actions that ended in chaos at several points on Saturday. In the incident, the crowd was reported to have burned a police substation and the Tegalsari Surabaya Police Station office. Furthermore, the Kediri Regency Regional Legislative Council building also became a target of the mob’s rage.

This incident triggered tightened security in a number of strategic areas, including extra guarding at government offices and vital public facilities.
