The Indonesian Islamic Student Movement of Surabaya City held a Legal Discussion with the theme “The Ambivalence of the New Criminal Code and Criminal Procedure Code: The New Face of Indonesia’s Legal System” in the Plenary Room of the Surabaya City Regional House of Representatives building on Thursday.

A member of Commission A of the Surabaya City Regional House of Representatives for the 2024-2029 period welcomed the event. He stated that the use of the public building’s facilities by students shows that the Surabaya City Regional House of Representatives belongs to the community together.

“We appreciate the students who are utilizing this building to discuss the study of the new Criminal Code and Criminal Procedure Code, this is truly extraordinary,” he said.

On that occasion, he also revealed that the Surabaya City Regional House of Representatives building will be opened widely for community and youth activities.

This is the third time the plenary room has been used for such an activity. He also reminded of the importance for students to be critical and understand the substance of these criminal regulation reforms.

“We are committed to accepting requests to use the building from anyone, be it students, community organizations, or other youth groups. The Regional House of Representatives does not only speak, but also needs to listen to suggestions and criticism for mutual improvement,” he emphasized.

During the discussion, a law lecturer presented various expositions related to legal developments, including regarding customary law that needs to be included in regional regulations and clarification concerning its legal standing.

The Surabaya City Regional House of Representatives (DPRD) building is the seat of the local legislative council in Indonesia’s second-largest city. Historically, the institution’s modern form was established following Indonesian independence and regional autonomy laws, with the current building serving as a central venue for debating and enacting local regulations for Surabaya. Its architecture and function symbolize the city’s governance and democratic development within the Republic of Indonesia.
