The name of the Acting Director of Perumda Tirtawening, Bandung City, Tono Rusdiantono, is currently in the spotlight. Not because of his satisfactory performance, but because of an audio recording circulating on TikTok that has sparked discussion.
In the recording, Tono is heard venting his anger at his subordinates. The cause was his request to remove the CCTV in the director’s room, which had not been promptly executed.
Tono himself serves as the Regional Assistant for General Administration and was appointed Acting Director of Perumda Tirtawening by Bandung Mayor Muhammad Farhan on June 17, 2025. Tono was initially advising his subordinates.
At that moment, Tono revealed that he had been a civil servant with several positions, such as village head, district head, head of department, and even Acting Regional Secretary of Bandung City. Tono then advised his subordinates that he had never disobeyed orders from his superiors.
Subsequently, Tono is heard confronting a female employee, asking her to explain her duties at Perumda Tirtawening. The woman then explained that her job was to support all systems related to information technology, administrative smoothness, and the company’s business.
Shortly after receiving that explanation, Tono is heard raising his voice. The trigger was that he did not want any CCTV installed inside the director’s room of Perumda Tirtawening, as he felt his performance was being constantly monitored.
“Does it really need to be monitored inside? I’ve asked several times, please remove the CCTV inside,” said Tono in the audio.
The female employee then replied that she had not received any formal order for the removal of that CCTV. Next, Tono is heard becoming increasingly angry and then confronting an employee named Heri.
The voice of the official named Heri then answered that he had coordinated with the senior manager regarding the CCTV. He said the CCTV in the room had been deactivated; only the physical device had not been removed because they were still waiting for instructions from a higher official.
Tono grew even more furious. Because, as he said in the recording, his orders should be carried out without extensive bureaucracy involving various parties.
“Why does it have to go to the director? Now if I want to remove it, I have to write a letter to him, is that procedure sane? I have to write a letter to him, is that sane, I mean, he is below me. Just think, what is this procedure mechanism?” he expressed.
“You should have verified it with me, I want it removed. If it was just removed yesterday, it must have been leaking. Every time I have a meeting in that room, someone is listening and someone outside knows about it. There definitely is, someone definitely knows. That’s a violation, a serious violation, I consider it a serious violation. Please give a punishment,” he added.
Amidst this, a woman’s voice is heard again stating that the CCTV installation was done according to ISO 27001, an international standard that sets requirements for information security management systems. Furthermore, the woman stated that if the CCTV is removed, the company could not obtain this ISO certification.
Tono’s response was unexpected. In the audio recording, Tono stated that he did not need ISO 27001 certification and demanded that the CCTV in the director’s room be removed immediately.
“Well, I don’t need it, if the leadership doesn’t need it, then it’s not needed… No need for ISO certification. Please, there should be no more CCTV inside here, everything is leaking, please give a lesson and administer punishment, that is the most serious violation,” he explained.
Bandung Mayor Muhammad Farhan also responded to this controversy. He confirmed that he had received information about it and that it had been resolved within the ranks of Perumda Tirtawening.
“It’s done, that was a long time ago. It was a week ago, yes. The problem has been resolved,” said Farhan.
