The Provincial Government has implemented the rombel (study group) policy for 16 public high schools (SMA) and 1 public vocational school (SMK).
The technical details of this policy are outlined in West Java Governor’s Decree No. 463.1/Kep.323-Disdik/2025 regarding Technical Guidelines for Preventing School Dropouts (PAPS) and were implemented in schools starting last July.
According to data from the Ministry of Basic and Secondary Education, between 2023 and 2025, there were 66,385 school dropouts and 133,258 children who did not continue their education.
Therefore, the provincial government enacted this policy to ensure all children receive their right to education, prevent dropouts, and improve access to educational services.
However, in practice, the policy has received mixed reactions, particularly from private schools.
The policy has significantly reduced the number of new students in private high schools.
In response, a policy analyst stated that this measure is an emergency step taken by the provincial government to address the issue of school dropouts.
“Under normal conditions, the maximum should be 36 students per class. However, due to the emergency situation with many dropouts, optimization was necessary. This policy is not ideal,” the analyst explained.
The analyst also suggested several alternatives to improve the policy.
“The learning system can remain the same. Not all classes need to have 50 students. For classes with sufficient students, shifts can be implemented. Another alternative is a hybrid learning model, with some students inside and some outside the classroom, ensuring proper facilities are available.”
The analyst also recommended evaluations and improvements for the following year, including comprehensive field data collection on school conditions.
Another suggestion was to improve communication and commitment with private schools.
“Data on dropouts should have been collected by village officials before the policy was implemented, not during its enforcement,” the source emphasized.
There is hope for policy improvements next year.
“Next year’s policy should change, possibly with new classrooms and better coordination with private schools. This way, students currently in oversized classes can transition to normal-sized ones, minimizing the impact on education quality.”
