On June 3, the leader of the Traffic Police Department of Binh Dinh Provincial Police discovered two men in Quy Nhon City acting as “surrogates” to pay fines for the actual violators. These men are Mr. V.T.Đ. (43 years old, residing in Dong Da Ward) and T.Q.D. (39 years old, residing in Quang Trung Ward).
Specifically, on the same morning, Mr. V.T.Đ. went to the Traffic Police Department of Binh Dinh Provincial Police, claiming to be the driver of car 81F-002.xx, which was fined for speeding at Km30 – Km35 on National Highway 19, passing through Binh Nghi Commune (Tay Son District) on April 27, 2025.
Similarly, Mr. T.Q.D. declared himself the driver of car 77B-020.xx, fined twice for speeding at Km2, National Highway 19 (passing through Dong Da Ward, Quy Nhon City) on April 16 and 21, 2025.
However, after cross-checking the images of the violating drivers captured by the surveillance cameras against those of Mr. Đ. and D., the traffic police determined they did not match.
After being shown the violation images, both men admitted to being ‘surrogates’ taking the blame for someone else’s violations. Both men apologized before law enforcement.
The leader of the Traffic Police Department of Binh Dinh Provincial Police urged the two men above to abandon the idea of admitting to others’ traffic violations, as this conduct contravenes Circular No. 73/2024/TT-BCA from the Ministry of Public Security regarding traffic safety order procedures and cannot bypass the oversight system of the competent authority.
The leader of the Binh Dinh Provincial Police’s Traffic Police Department advised that the traffic surveillance camera system managed by the provincial police operates effectively even in adverse weather conditions or at night, thanks to the modern infrared technology system.
The cameras not only record the vehicle’s license plates but also clearly identify the driver. The act of ‘swapping people’ to pay fines, especially involving gender changes, can easily be detected.
The police agency advised violators to strictly comply with regulations, avoiding fraudulent behaviors, which not only wastes one’s time but also affects the violation handling efficiency of the competent force.
