Shanghai’s Changning District Accelerates Processing of Work and Residence Permits for Foreigners

On June 10, the Changning District Mayor of Shanghai issued the first foreign work permit and residence permit for the year to a Norwegian classification society. This was expedited based on the integrated government services task force in the Yangtze River Delta and the establishment of an efficient collaborative working mechanism among the three provinces and one city in the region.

“The speed, convenience, and enthusiasm of the government services exceeded my expectations,” said a global contract manager after receiving his new work and residence permits.

It is understood that the manager’s work and residence permits in Jiangsu were about to expire. Thanks to the real-time communication mechanism established by the integrated government services task force in the Yangtze River Delta, and through multi-level regional coordination, business cooperation with mutual rule recognition, and data cooperation with shared licenses, the time required to process the new and old permits was reduced by nearly two-thirds.

“The change is not only in the time but also in the psychological experience,” said the HR manager. The society is deeply integrated into the high-quality development of China’s shipbuilding industry, recruiting foreign experts with professional skills to join local projects.
