On April 22, the Beijing Municipal Bureau of Economy and Information Technology held a press conference on the economic operation for the first quarter of 2026. Beijing will focus on “major products,” “major scenarios,” and “major ecosystems” to build a globally leading innovation hub for the intelligent robotics industry.

“The Robot Half Marathon and the World Humanoid Robot Games—the ‘one event, one competition’—can be considered the world’s most influential arena for comprehensive humanoid robot performance. It serves as a testing ground for technological progress, an accelerator for technology transformation, and a popular science lesson for the public.” Through hosting the “one event, one competition,” a complete cycle has been formed that drives collaborative development in technological innovation, industrial upgrading, and social awareness.

Next, Beijing will adhere to innovation-driven development and strengthen “major products.” It will focus on embodied intelligence to empower intelligent robot technology and product innovation, supporting robot product innovation through whole-machine leadership, collaboration between whole machines and components, and integration of software and hardware. Leveraging Beijing’s abundant scientific and technological resources, the city will coordinate industry-academia-research resources to promote deep integration of innovation and industrial chains, enhancing core technology research and product design capabilities. Policy tools such as rewards for first trials and first uses of robot innovative products will be utilized to continuously guide and support robot enterprises in strengthening information security, functional safety, and reliability design. This will further improve product intelligence levels and continuously enhance safety guarantees, cultivating a batch of high-level, serialized benchmark products with core technological competitiveness and market value, comprehensively boosting Beijing’s ability to supply high-quality robot products.

Adhering to application-driven development, Beijing will create “major scenarios.” It will continue to leverage the role of brand events like the “one event, one competition” to provide more real-world application verification scenarios for innovative robot products, laying a solid foundation for large-scale application. The city will deepen the demonstration of typical application scenarios, opening up a batch of scenarios with clear requirements, high standardization, and high economic value. It will encourage robot enterprises and scenario application units to form innovation consortia for typical scenario application demonstrations. Support will be given to areas such as Chaoyang District and the Beijing Economic-Technological Development Area to innovatively create regional concentrated application scenarios like the Olympic Center Robot Innovation Park and the Embodied Intelligence Social Experiment Plan, constructing solutions for integrated large-scale robot product applications. The city will promote improvements in infrastructure capabilities such as networking, communication, and charging within scenarios to support large-scale application of robot products.

Adhering to the integration of “two innovations,” Beijing will cultivate a “major ecosystem.” It will promote deep integration of technological and industrial innovation, optimize and enhance the spatial layout of the city’s robot industry, and accelerate improvements in high-level intelligent production and manufacturing capabilities. Support will be given to building a batch of small-batch rapid prototyping and pilot production platforms for robot whole machines and key components, accelerating the construction of a robot intelligent manufacturing system featuring process standardization, automation of production equipment, and intelligent process flow. Support will also be provided for building public platforms such as those for testing and certification of whole machines and components, and full lifecycle management of robots, constructing a public service capability system that supports healthy and sustainable industrial development.
