The Standing Committee of the Political Bureau of the CPC Central Committee held a meeting on January 8, hearing work reports from the leading Party members groups of the Standing Committee of the National People’s Congress, the State Council, the National Committee of the Chinese People’s Political Consultative Conference, the Supreme People’s Court, and the Supreme People’s Procuratorate, as well as the work report of the CPC Central Committee Secretariat. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting and delivered an important speech.

The meeting pointed out that the Party Central Committee hearing work reports from these leading Party members groups and the Secretariat is a significant measure to uphold and improve the Party’s leadership system and to implement the centralized, unified leadership of the Party Central Committee across all areas, aspects, and stages of national governance. During the period of the 15th Five-Year Plan, China’s development environment faces profound and complex changes, and the tasks are arduous. It is essential to uphold, apply, and develop the Party’s leadership, which is the greatest strength, to provide a fundamental guarantee for the modernization drive.

The meeting held that over the past year, the leading Party members groups of the aforementioned bodies have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely upheld the authority and centralized, unified leadership of the Party Central Committee, thoroughly implemented the guiding principles of the 20th CPC National Congress and its plenary sessions, diligently performed their duties in close alignment with the overall work of the Party and the country, effectively strengthened their own development, and achieved new progress in various aspects of their work.

The meeting held that over the past year, under the leadership of the Political Bureau and its Standing Committee, the Secretariat has earnestly implemented the decisions and plans of the Party Central Committee, actively performed its duties, and carried out substantial work in completing tasks assigned by the Central Committee, strengthening the development of intra-Party regulations, guiding and promoting the work of mass organizations, and addressing pointless formalities to reduce burdens on the grassroots.

The meeting emphasized that this year marks the 105th anniversary of the founding of the Communist Party of China and is the inaugural year of the 15th Five-Year Plan. The leading Party members groups must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 20th CPC National Congress and its plenary sessions, earnestly carry out the arrangements of the Fourth Plenary Session, uphold the centralized, unified leadership of the Party Central Committee, deeply understand the decisive significance of the “Two Establishments,” strengthen the “Four Consciousnesses,” firm up the “Four Confidences,” and achieve the “Two Upholds,” maintaining a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in thought, politics, and action, and fully implementing all decisions and plans of the Central Committee. They must anchor their work on the major strategic tasks for economic and social development during the 15th Five-Year Plan period, unify their will, form synergy, jointly advance work in all fields, and strive for a good start. It is necessary to establish and practice a correct view of political achievements, insisting on achieving results for the people and through hard work. They must strengthen their own development, earnestly fulfill the principal responsibility of exercising full and rigorous Party self-governance, and effectively enhance the consciousness and determination for self-reform.

The meeting emphasized that in the new year, the Secretariat must thoroughly implement the guiding principles of the 20th CPC National Congress and its plenary sessions, earnestly carry out the arrangements of the Fourth Plenary Session, focus on the requirements and deployments of the Political Bureau and its Standing Committee, and, based on its responsibilities, ensure the implementation of key tasks such as guiding the conduct of intensive intra-Party education, improving the development of intra-Party regulations, the development and reform of mass organizations, and continuing to address pointless formalities to reduce burdens on the grassroots, completing all tasks assigned by the Party Central Committee with high quality.

Standing Committee of the Political Bureau of the CPC Central Committee

National People’s Congress

Its structure and functions embody the principle of democratic centralism under the leadership of the Communist Party of China.

State Council

The State Council is the chief administrative authority of the People’s Republic of China, functioning as its cabinet and executive body. It was established by the 1954 Constitution, succeeding the former Government Administration Council, and is responsible for implementing the laws and policies set by the National People’s Congress. Led by the Premier, it oversees all ministries and commissions, managing the day-to-day governance of the country.

Chinese People’s Political Consultative Conference

The Chinese People’s Political Consultative Conference (CPPCC) is a key political advisory body in China, established in 1949 to unite various political parties and social groups under the leadership of the Communist Party of China. It serves as a forum for consultation on major state policies and plays a significant role in the country’s political life, though it does not hold legislative power.

Supreme People’s Court

The Supreme People’s Court is the highest judicial organ in the People’s Republic of China, established in 1949 following the founding of the PRC. It oversees the administration of justice nationwide and serves as the court of final appeal, interpreting national laws and guiding lower courts. Its structure and functions are defined by the Chinese Constitution and laws, reflecting the country’s socialist legal system.

Supreme People’s Procuratorate

The Supreme People’s Procuratorate is the highest prosecutorial authority in China, established in 1954. It is responsible for legal prosecution and supervision, ensuring the uniform and correct enforcement of national laws. Its structure and functions are defined by the Constitution of the People’s Republic of China, reflecting its role within the country’s socialist legal framework.
