To thoroughly implement the national innovation-driven development strategy and assist enterprises in accurately accessing policy resources while enhancing their capability to apply for sci-tech projects, the “Intellectual Property Rights for Enterprises” special guidance event was held on May 14 at Huaxin Technology Co., Ltd. in Gui’an New Area. The event attracted over 20 corporate representatives.
The Shenyang Intellectual Property Services Agglomeration Zone introduced its public service functions, detailing how the zone leverages policy support and resource integration to build a “one-stop” intellectual property service platform. The presentation covered spatial planning, service team structure, and facility configuration. It also systematically explained key aspects of patent pre-examination, breaking down the entire process from document preparation and application submission to review feedback. This helped enterprises better understand the operational mechanisms and practical essentials of pre-examination services, highlighting the agglomeration zone’s full-chain service capabilities.
The instructor delved into the core aspects of sci-tech project applications, analyzing the structure and requirements of national, provincial, and municipal-level sci-tech programs. With intellectual property as the main focus, the session highlighted key points in applying for high-tech enterprise certification. The instructor emphasized that the quantity, quality, and technical relevance of patents play a crucial role in the certification process. By aligning intellectual property strategies with R&D projects, enterprises were guided on how to optimize their applications.

By strengthening the integration of intellectual property and sci-tech project applications, this event not only addressed common challenges but also facilitated the efficient flow and deep synergy of regional innovation factors around intellectual property. Moving forward, the agglomeration zone will continue to enhance its “policy guidance-resource aggregation-results transformation” service chain, focusing on intellectual property’s role in enabling sci-tech achievements and helping enterprises boost innovation efficiency while accelerating industrial transformation.
