Notice on Issuing the “Implementation Measures of Putuo District for Promoting Self-Reliance and Self-Improvement of Low-Income and Financially Challenged Groups”

To all subdistrict offices and town people’s governments:

The “Implementation Measures of Putuo District for Promoting Self-Reliance and Self-Improvement of Low-Income and Financially Challenged Groups” was reviewed and approved at the 97th District Government Executive Meeting and is now issued. These measures shall take effect and be implemented accordingly.

Implementation Measures of Putuo District for Promoting Self-Reliance and Self-Improvement of Low-Income and Financially Challenged Groups

To further strengthen the social security network and enhance the coordination between assistance support and employment support for low-income and financially challenged groups, these measures are formulated based on the actual work situation of the district, encouraging capable individuals among these groups to achieve self-reliance and self-improvement.

I. Promoting Employment and Entrepreneurship Assistance

(1) Regular Employment Subsidy

Individuals identified as low-income or financially challenged in the district who sign labor contracts with employers and pay social insurance premiums for 3 consecutive months will receive a one-time regular employment subsidy of 2,000 RMB per person.

(2) Employment Transportation Subsidy

Individuals identified as low-income or financially challenged in the district who sign labor contracts with employers and pay social insurance premiums for 3 consecutive months will receive a monthly transportation subsidy of 210 RMB per person, for up to 36 months.

(3) Flexible Employment Housing Fund Contribution Subsidy

Individuals identified as low-income or financially challenged in the district who achieve flexible employment and contribute to the housing fund for 3 consecutive months will receive a monthly housing fund contribution subsidy. The subsidy amount equals the lower limit of the monthly housing fund contribution for flexible employment workers announced for the current year, for up to 36 months.

(4) Flexible Employment Social Insurance Subsidy

Individuals identified as low-income or financially challenged in the district who achieve flexible employment and pay social insurance premiums for 3 consecutive months will receive a monthly social insurance subsidy. The subsidy equals 50% of the social insurance premium calculated based on the lower limit of the social insurance contribution base for employees in the contribution month, for up to 36 months.

(5) Employment Internship Subsidy

Unemployed youth aged 16-35 from low-income or financially challenged families in the district who complete at least 3 months of employment internships at designated internship bases will receive a one-time internship subsidy: 3,000 RMB for college or undergraduate students, 3,500 RMB for master’s students, and 4,500 RMB for doctoral students.

(6) Entrepreneurship-Driven Employment Subsidy

Entrepreneurial organizations legally established or operating in the district that employ individuals from low-income or financially challenged groups and pay social insurance premiums for 3 consecutive months will receive an entrepreneurship-driven employment subsidy of 1,000 RMB per person per month, with a maximum annual subsidy of 120,000 RMB, for up to 36 months.

(7) Vocational Skills Enhancement Subsidy

Family members of low-income or financially challenged households in the district who participate in vocational training programs and obtain relevant vocational skill level certificates through socialized vocational skill evaluation will receive a one-time vocational skills enhancement subsidy. The subsidy matches the municipal vocational skills enhancement subsidy at a 1:1 ratio.

II. Supporting Job Placement Assistance

(8) Tiered Salary Subsidy

Employers legally established or operating in the district that hire individuals identified as low-income or financially challenged and pay social insurance premiums for 3 consecutive months will receive a tiered salary subsidy: 500 RMB per person per month if the wage reaches 100% of the municipal minimum wage, and 1,000 RMB per person per month if it reaches 150% of the municipal minimum wage, for up to 36 months.

(9) “Compassionate Working Hours” Subsidy

Employers legally established or operating in the district that create flexible “compassionate working hours” positions and employ individuals identified as low-income or financially challenged will receive a subsidy of 20 RMB per person per hour, with a maximum annual subsidy of 100,000 RMB.
