Shen Weizhong, Deputy Director of the Shanghai Emergency Management Bureau, introduced the achievements in the coordinated development of emergency management integration in the Yangtze River Delta and the preparations for the 5th Yangtze River Delta International Emergency Disaster Reduction and Rescue Expo. First Aspect: Work on the Coordinated Development of Emergency Management Integration in the Yangtze River Delta
The special cooperation mechanism for emergency management in the Yangtze River Delta has been established for seven years. Through the joint efforts of the three provinces and one municipality, the coordinated development of emergency management integration in the region has recently achieved “four deepenings.”
Deepening the coordination of regional emergency management policies and standards. To date, over 40 key cooperation items in emergency management have been promoted and implemented, and nearly 20 regional institutional standards have been issued, covering all areas of emergency management such as work safety, natural disaster prevention and control, and emergency rescue. Efforts have been made to promote mutual recognition and interconnection of regional “penalty exemption” lists and cross-review of penalty case files, implement regional joint incentives for work safety integrity and joint penalties for dishonesty, and organize the “three unifications” (unified exam outline, unified test papers and exam time, unified passing standards) primary registered safety engineer qualification exams across the three provinces and one municipality. These measures break down inter-provincial administrative barriers, strengthen cross-regional coordinated supervision, and continuously optimize the business environment in the Yangtze River Delta region.
Deepening the joint prevention and control of regional emergency management risks. In recent years, by strengthening the pre-adjustment and pre-discharge of the Taihu Lake Basin flood water regulation system, optimizing cross-regional coordination processes for forest fire prevention and fighting, and promoting the deep integration of the Yangtze River Delta earthquake monitoring network with earthquake disaster risk prevention and control, the collaborative response efficiency for regional compound disaster chains has been significantly enhanced. Positive results have been achieved in the joint prevention and control of road transport of dangerous goods, with over 300,000 electronic waybill data entries for dangerous goods in the Yangtze River Delta region collected cumulatively. Coordination and “full-chain” crackdowns on electric bicycle safety governance in the Yangtze River Delta have been strengthened to jointly address cross-provincial safety supervision and prevention challenges. Joint law enforcement efforts during important periods, such as the China International Import Expo, have been increased, with over 40 joint inspections at provincial and prefectural levels conducted cumulatively. The “List of Minor Violations in Emergency Management Not Subject to Penalty in the Yangtze River Delta Region” has been formulated, and a 48-hour rapid consultation channel for resolving legal application discrepancies has been established. The processing cycle for cross-regional collaborative investigations has been reduced from 15 days to 5 days, greatly improving the efficiency of regional comprehensive administrative law enforcement.
Deepening the coordinated response and handling of regional emergencies. Adhering to the concept of “acting as one,” the region continues to enhance the efficiency of coordinated handling throughout the entire process of major regional emergencies, including monitoring and early warning, command and dispatch, rescue and disposal, and public opinion response. Relying on the big data platform of the Ministry of Emergency Management and the ministry-provincial data service bus, regional emergency management digital collaboration has been deepened. A dynamic data sharing catalog for emergency management in the Yangtze River Delta region has been established and updated, enabling the sharing and common use of information resources such as hazardous chemical supervision, emergency rescue supplies, and comprehensive forest fire risk monitoring scenarios. More than 20 cross-regional joint emergency drills have been organized, covering multiple subjects including security for major events, flood and typhoon prevention, and comprehensive emergency rescue, effectively improving the level of regional emergency command coordination and joint rescue and disposal. At the same time, the level of emergency joint prevention and control in the Yangtze River Delta Ecological Green Integration Development Demonstration Zone and inter-provincial adjacent areas continues to improve.
Deepening the coordinated support of regional emergency resources and capabilities. The construction and utilization of support bases such as the Shanghai National Technical Support Base for Prevention and Control of Major Hazardous Chemical Accidents, the Jiangsu Riverside (Jiangyin) Hazardous Chemical Emergency Rescue Base, the Zhejiang Aviation Emergency Rescue Base, and the Anhui Natural Disaster Emergency Rescue and Relief Base have been
