Huitian Action Plan 3.0 Accelerates Implementation
More than a month after the release of the Huitian Action Plan 3.0, a number of projects have already been implemented. This year, out of more than 80 key projects in the Huitian area, 13 new projects have started construction in addition to ongoing ones, laying a solid foundation for achieving the regional annual fixed asset investment growth target.
Life Science Park Phase III High School Project Breaks Ground
In April, the “Further Action Plan for Promoting the Development and Upgrading of Huilongguan and Tiantongyuan Areas (2026-2030)” was officially released. This is the third round of the Huitian Action Plan launched by the city since 2018. The plan aims to build a modern people’s city that is innovative, livable, beautiful, resilient, civilized, and smart, focusing on the new expectations of residents for a better life, and further promoting high-quality development, high-quality living, and efficient governance in the Huilongguan and Tiantongyuan areas.
The action plan covers seven fields including education and transportation, with a total of 127 key projects and an investment of approximately 34.3 billion yuan. The third round of actions takes achieving high-quality living as a fundamental goal, optimizing public services, and accelerating the construction of primary and secondary schools such as the Life Science Park Phase III nine-year consistent school, so that children can receive a good education close to home.
Not long ago, the Life Science Park Phase III high school project started construction. The new school is located in Shigezhuang Street, Changping District, in the western part of Future Science City, with a total building area of about 29,600 square meters, planned to have 18 classes and provide 810 student places.
As an important regional educational supporting project, the completion of the Life Science Park Phase III high school will help optimize the layout of regional educational resources, improve basic education service capabilities, better meet residents’ needs for quality education, and provide effective support for the integrated development of industry and city in Future Science City.
Anli Road 14.9 km “Speed Up”
Transportation remains a key focus of the third round action plan. The Huitian area will improve the transportation network, accelerate the construction of projects such as the capacity expansion and upgrade of Line 13 and the second phase of the Beiqing Road rapid renovation, and densify secondary and branch road networks to make commuting smoother for residents.
The highly anticipated Huoying (Huangtudian) comprehensive transportation hub and integrated project has achieved structural topping out. Located in Huoying Street, Changping District, the project has a construction scale of about 76,000 square meters. In the future, it will gather various public transportation modes such as suburban railways, urban rail transit, and buses, combining transportation hub and urban service functions. It is one of the first batch of suburban railway micro-centers and station-city integration demonstration projects, providing positive demonstration significance for promoting the development of rail micro-centers.
Travel between the Huitian area and the central city will also become more convenient. The rapid renovation project of Anli Road, starting from Shuangying Road in the south to the Sixth Ring Road in the north, is accelerating construction. The project is approximately 14.9 km long, with the main road built to urban expressway standards and the auxiliary roads as urban arterial roads.
Currently, construction at various sections of the project is progressing orderly, with the main line viaduct (extra-large bridge) achieving multiple key engineering milestones. As the “one vertical” in the “one horizontal, one vertical, five thoroughfares, five smooth roads” backbone road network of the Huitian area, the completion of the Anli Road rapid renovation project will form a fully grade-separated continuous fast traffic corridor, linking areas such as Future Science City and the Huitian area, sharing north-south rapid traffic demand in the northern region with the Jingxin Expressway, Jingzang Expressway, and Jingcheng Expressway, further improving road traffic efficiency.
Municipal Pipeline Renovation Solves Livelihood Issues
Recently, the renovation project of municipal pipelines for the tenth batch of old residential communities in Changping District started construction, accelerating the update of the pipeline network system and road facilities in Tiantongyuan areas one through six. Plans include building about 25,000 meters of new rainwater channels and 308 rainwater inlets, non-excavation repair of 1,082 sewage wells, and simultaneous implementation of road repair and permeable pavement construction. After completion, it will further improve
