Recently, the Central-level Work Team for the Education and Learning Campaign on Establishing and Practicing a Correct View of Political Performance and the General Office of the Central Commission for Discipline Inspection publicly reported on the deviation from a correct view of political performance and the inappropriate use of fiscal funds by Zhaojue County in Sichuan Province, the Department of Culture and Tourism of Hubei Province, and Hubei Art Vocational College.
An investigation found that Zhaojue County in Sichuan Province, a former impoverished county whose fiscal expenditures rely mainly on transfer payments from higher-level authorities, allocated fiscal funds to commission and promote three cultural and tourism promotional songs with a budget of 1.49 million yuan. The Department of Culture and Tourism of Hubei Province used fiscal funds to have its directly affiliated institution, Hubei Art Vocational College, commission and promote one cultural and tourism promotional song with a budget of 3 million yuan. After the education and learning campaign was launched, Zhaojue County, the Department of Culture and Tourism of Hubei Province, and Hubei Art Vocational College failed to identify the problems with these projects by comparing them with the deployment requirements of the Party Central Committee. They continued to advance the related procurement work and did not halt the projects in a timely manner. Their implementation of the Party Central Committee’s requirements for Party and government organs to take the lead in maintaining a tight budget was inadequate. They proceeded with the procurement of cultural and tourism promotional songs without carefully evaluating the promotional effectiveness, simply following the trend. The decision-making process was not sufficiently scientific and rigorous, lacking thorough demonstration and exhibiting subjective arbitrariness. This is a typical problem of a deviated view of political performance.
The view of political performance is a fundamental issue, concerning the Party’s commitment to serving the public good and governing for the people. The Party Central Committee has repeatedly emphasized this point and deployed a campaign for the entire Party this year to establish and practice a correct view of political performance. During this campaign, Zhaojue County, the Department of Culture and Tourism of Hubei Province, and Hubei Art Vocational College demonstrated a disconnect between learning and application—learning was one thing, doing was another. Their disregard for practical circumstances in using fiscal funds to procure cultural and tourism promotional songs reflects that some leading cadres in local areas and units have an unclear understanding of establishing and practicing a correct view of political performance and have inadequately implemented the deployment requirements of the learning campaign.
Currently, the education and learning campaign is progressing steadily and in an orderly manner. Party organizations at all levels, especially leading bodies and leading cadres, should draw lessons from this case and apply them broadly. It is essential to persist in integrating learning with application, continuously advance the “Four In-depth Studies,” consciously align with the standards, promptly correct deviations in understanding, and enhance the ideological and practical consciousness in establishing and practicing a correct view of political performance. The requirements of the “Three Comparisons” must be strictly implemented, problems in the performance of duties must be earnestly examined, and anything not aligned with a correct view of political performance must be corrected immediately upon discovery, transforming learning outcomes into practical actions and results that guide practice and propel work. It is imperative to resolutely implement the Party Central Committee’s requirements for Party and government organs to take the lead in maintaining a tight budget, firmly establish the concept of benefiting the people, prioritize ensuring and improving people’s livelihoods, improve the efficiency of fiscal fund usage, ensure all expenditures are carefully calculated, strictly prohibit extravagance and waste, and ensure every sum of money is used where it is most needed and critical, so that the people can have a tangible and real sense of benefit. The Party’s mass line in the new era must be followed diligently, insisting on consulting the people for their needs and ideas, making decisions based on the people’s actual needs, and enhancing the level of scientific decision-making. Whether the people are satisfied should be an important criterion for measuring the soundness of decisions. What satisfies the people should be consolidated and improved, while what dissatisfies them should be corrected and rectified, to prevent advancing projects blindly and divorced from reality.
