From April 23 to 24, the top party and government leaders of Beijing, Tianjin, and Hebei held a work symposium in Beijing.

Since 2023, the three regions have established a consultation mechanism among top party and government leaders, fostering integration and coordinated efforts in various aspects, deepening and solidifying collaborative development. The three provinces and cities have firmly focused on relieving Beijing of functions non-essential to its role as the capital, promoting the joint development of the Xiong’an New Area in Hebei and the Beijing Municipal Administrative Center as “two wings.” They have worked together to build a modern capital metropolitan area, deepen the integration of scientific and technological innovation with industrial innovation, and advance coordinated development in key areas. By 2025, the regional economic output will approach 12 trillion yuan, continuously strengthening its role as a driver of high-quality development.

18 Special Working Groups Strengthen Inter-Group Coordination

Over the past three years, the coordination mechanisms among the three regions have become tighter. Top leaders from Beijing, Tianjin, and Hebei have provided high-level oversight and meticulous planning, with vice governors (mayors) engaging in consultations. The Beijing-Tianjin-Hebei Joint Office coordinates overall planning, while 18 special working groups covering transportation, industry, technology, business environment, and border areas strengthen inter-group coordination. This establishes a work system of “coordinated major matters, supervised tasks, and dedicated teams,” making connections tighter, coordination more efficient, and implementation more forceful.

Over 3,400 General Manufacturing Enterprises Upgraded or Relocated

Over the past three years, the process of relieving Beijing of non-capital functions has been carried out firmly and orderly. The three regions have adhered to the principle of advancing through relief and gaining through sacrifice, continuously optimizing and enhancing the capital’s functions during the process. They have supported the relocation of central government-affiliated projects, with China Star Network, Sinochem, and China Huaneng Group moving their headquarters to Xiong’an New Area. Special actions to improve through relief and upgrading have been deeply implemented, with over 3,400 general manufacturing enterprises upgraded or relocated, providing more space for the development of high-precision industries.

In promoting the joint development of the “new two wings,” Xiong’an New Area is rapidly rising as a high-level modern city. Central enterprises have established over 400 various branches. Four ministry-affiliated universities have fully started construction on their Xiong’an campuses. The main structure of Peking University People’s Hospital’s Xiong’an campus has been fully topped out, and the Xiong’an campus of the Peking Union Medical College Hospital National Medical Center is under accelerated construction. The Xiong’an New Area Zhongguancun Science Park has registered over 270 enterprises for office use. The “Three Schools and One Hospital” project has steadily improved in schooling and medical standards, with about 1,000 students enrolled in Beijing No. 4 Middle School’s Xiong’an campus and other two schools, and Xiong’an Xuanwu Hospital serving nearly 700,000 outpatient visits cumulatively. 278 Beijing-Xiong’an government service “same-city” scenarios have been implemented effectively. The development momentum of the Beijing Municipal Administrative Center continues to gather, with the urban framework basically taking shape. The relocation of municipal agencies is largely complete, and the “Beijing Municipal Administrative Center Regulation” will take effect on May 1, 2026. Beijing Tongzhou Station has been opened and put into operation, and the “Wanli” commercial complex has grandly opened. A comprehensive reform pilot for market-based allocation of production factors has been approved by the State Council, the National Green Technology Trading Center has been inaugurated, and the cumulative transaction volume of the national voluntary greenhouse gas emission reduction trading market has exceeded 800 million yuan.

Over 6,600 Enterprises Settled in Tianjin Binhai-Zhongguancun Science Park

The Beijing-Tianjin “dual-city” story has written a new chapter. Four high-speed rail lines connecting Beijing and Tianjin have achieved bus-like operations during peak hours. The Beijing-Tianjin intercity railway has expanded capacity and added stations, with Wuqing Station now serving 68 trains and Yizhuang Station opening. Twelve policies from the Beijing Zhongguancun Demonstration Zone have been replicated and promoted in the Tianjin Binhai-Zhongguancun Science Park, with the park registering over 6,600 enterprises cumulatively. Tianjin Port’s service system has been continuously improved, providing high-quality, efficient, and customized services for enterprises in Beijing. It has cooperated with Xiaomi and Li Auto on vehicle logistics, launching over 30 roll-on/roll-off shipping

Xiong’an New Area

Xiong’an New Area is a major state-level development zone in Hebei Province, China, established in April 2017 to relieve pressure on Beijing by absorbing non-capital functions, such as administrative and business hubs. It is part of a strategic plan to create a modern, green, and smart city, drawing inspiration from the historic cities of Shenzhen and Pudong. The area covers three counties—Xiongxian, Rongcheng, and Anxin—and aims to foster innovation and sustainable urban development.

Beijing Municipal Administrative Center

The Beijing Municipal Administrative Center, located in the Tongzhou District, was established to alleviate congestion and decentralize non-capital functions from central Beijing. Its construction began in the mid-2010s, and by 2019, key municipal government offices had relocated there, symbolizing a strategic shift in urban planning. This new center aims to improve administrative efficiency and promote balanced regional development within the capital.

Peking University People’s Hospital’s Xiong’an campus

The Peking University People’s Hospital’s Xiong’an campus is a new branch of one of China’s leading medical institutions, located in the Xiong’an New Area, a major development zone near Beijing. Established to expand high-quality healthcare services into this rapidly growing region, the campus reflects China’s broader strategy to decentralize resources from the capital. Its history is tied to the hospital’s long-standing reputation for excellence, dating back to its founding in 1918, and it now serves as a modern facility supporting the area’s urban development.

Peking Union Medical College Hospital National Medical Center

Peking Union Medical College Hospital (PUMCH), now part of the National Medical Center, is a prestigious medical institution in Beijing, China, founded in 1921 by the Rockefeller Foundation. It was established as a modern teaching hospital combining Western medicine with Chinese medical traditions, and its architecture reflects a blend of traditional Chinese and Western styles. Over the past century, PUMCH has become a leading center for medical research, education, and patient care, playing a key role in the development of modern medicine in China.

Xiong’an New Area Zhongguancun Science Park

Xiong’an New Area Zhongguancun Science Park is a key innovation hub located in Hebei Province, China, established as part of the broader Xiong’an New Area development project initiated in 2017. Beijing Tongzhou Station

Beijing Tongzhou Station is a major railway hub located in the Tongzhou District of Beijing, China. Originally opened in 2019 as part of the Beijing–Tangshan intercity railway, it has since been expanded to become a key stop on the Beijing–Xiongan intercity line, serving as a critical transportation node for the Beijing-Tianjin-Hebei region.
