On April 15, an event was held in Beijing’s Huairou District to release a list of one hundred scenario-based services for emerging sectors. The event, guided by the core concept of “scenario-driven, multi-party co-governance,” translated regional development strategies into concrete, tangible, and replicable projects, promoting the deep integration of Party building, innovation chains, and industrial chains.

Representatives from emerging sectors, including scientific research, achievement commercialization, and social work, shared their practical experiences of “strong Party building driving strong development.”

A roundtable dialogue was held with representatives from the Huairou Science City Administrative Committee, the CAS Center for Innovation and Development, the China Academy of Machinery Science & Technology, the University of Chinese Academy of Sciences, and the District’s Internet Industry Party Committee. From perspectives such as Party-building leadership, collaborative innovation, talent cultivation, and industrial practice, they pooled efforts to serve high-quality regional development. A special “Government-Enterprise Q&A” session was conducted on-site, where member units of the District Committee’s “Two New” Organizations Work Committee directly addressed the urgent and difficult needs of emerging sector enterprises, providing on-the-spot answers and clarifying resolution pathways to effectively bridge the “last kilometer” in serving enterprises.

The event launched the “HuaiXin Plan: Dual-Ten Project,” releasing the 2026 “HuaiXin Plan” list of one hundred scenario-based services and a list of scientific research and achievement commercialization projects. It also introduced the HuaiXin Digital Partner initiative. Through list-based, project-based, and scenario-based approaches, these efforts aim to provide full-cycle, precise service support for emerging sectors. As a core outcome of the event, the 2026 “HuaiXin Plan” list of one hundred scenario-based services focuses on four major areas: scientific research, achievement commercialization, grassroots governance, and public services. Covering all 12 months of the year and coordinated by district-level departments, townships, sub-districts, new economic organizations, and new social organizations, the list includes over a hundred specific scenarios such as policy briefings, skills training, care initiatives, public welfare services, and government-enterprise matchmaking. These are designed to effectively address urgent issues related to enterprise development, talent services, and care for new employment groups, fulfilling the core mission of the “HuaiXin Plan” Party-building brand to serve emerging sectors.

Moving forward, Huairou District will continue to deepen the development of the “HuaiXin Plan” Party-building brand, thoroughly implement six major action initiatives, use the list of one hundred scenario-based services as a key tool, and leverage the “Dual-Ten Project” as a driving force. It will coordinate the promotion of a series of activities and thematic forums, continuously improve the work system for Party-building-led development in emerging sectors, facilitate the efficient aggregation of innovation resources, industrial resources, and service resources, and contribute the strength of emerging sectors to building a world-class demonstration zone for the integrated development of strategic science and technology and to creating a key growth pole for Beijing’s high-quality development.

Beijing’s Huairou District

CAS Center for Innovation and Development

The CAS Center for Innovation and Development is a strategic initiative by the Chinese Academy of Sciences (CAS) to translate scientific research into technological applications and economic growth. Established as part of China’s national innovation-driven development strategy, it serves as a hub for collaboration between CAS institutes, industry partners, and regional economies to commercialize research and advance key technologies.

China Academy of Machinery Science & Technology

The District’s Internet Industry Party Committee is a grassroots Communist Party of China organization established within China’s internet sector to provide ideological guidance, promote industry development, and ensure alignment with national policies. It represents the Party’s efforts to strengthen leadership in emerging digital fields while supporting technological innovation and healthy market growth.

District Committee’s ‘Two New’ Organizations Work Committee

The District Committee’s “Two New” Organizations Work Committee is a grassroots-level Chinese Communist Party body established to oversee Party-building within “new economic and new social organizations” — primarily private enterprises and social groups. It reflects the Party’s ongoing efforts to extend its ideological and organizational influence into China’s rapidly developing non-state sectors since the reform and opening-up era.

HuaiXin Plan
