On October 15, Guangzhou issued two announcements regarding temporary traffic management measures during the 15th National Games and the Special Olympics: the “Notice on Temporary Traffic Management Measures for Motor Vehicles in the Guangzhou Competition Area” and the “Notice on Setting Up Dedicated Lanes in the Guangzhou Competition Area.” These announcements specify detailed regulations for temporary traffic management in certain areas and the establishment of dedicated lanes during the events.
Both announcements will take effect from November 6, 2025, and remain valid until December 14, 2025. After this period, regular management will resume.
Odd-Even License Plate Restrictions for Passenger Cars
The temporary traffic management areas differ between the 15th National Games and the Special Olympics.
During the 15th National Games (November 6 to November 20, 2025), the temporary traffic management areas are as follows:

During the temporary traffic management period, from 7:30 AM to 7:30 PM daily, Guangzhou-registered passenger cars (with Yue A license plates) will be subject to the “odd-even” rule based on the last digit of their license plate (including temporary plates). Odd-numbered plates (1, 3, 5, 7, 9) are allowed on odd-numbered dates, and even-numbered plates (2, 4, 6, 8, 0) on even-numbered dates. On November 9 and December 8, the opening ceremonies of the two events, the restriction will be extended until midnight.
During the temporary traffic management period, the registration for non-local passenger cars to travel during peak hours on weekdays will be suspended. Non-local passenger cars will be prohibited from entering the temporary traffic management areas.
Expanded Truck Restrictions
On the day of the 15th National Games opening ceremony (November 9), in addition to existing truck restrictions in the urban area, medium and heavy trucks will be prohibited from using specific roads from 7:00 AM to midnight. These roads include the Guangfozhao Expressway, South China Expressway, the northern section of the Shenzhen-Haikou Expressway Guangzhou Branch, Daguan Road, the Guangzhou-Shenzhen section of the Shenzhen-Haikou Expressway Guangzhou Branch, and the Southeast-West Ring Urban Expressway.
During the 15th National Games and the Special Olympics (excluding November 9), in addition to existing truck restrictions in the urban area, heavy trucks will be prohibited from using specific roads from 7:00 AM to 10:00 PM daily. These roads include the Guangfozhao Expressway, South China Expressway, the northern section of the Shenzhen-Haikou Expressway Guangzhou Branch, and Daguan Road.
Outside the restricted times and areas specified in the announcements, existing urban truck restrictions and peak-hour restrictions for non-local passenger cars will still apply.
Three-Day Grace Period for New Rules
For violations of the passenger car and truck restrictions, as well as dedicated lane regulations, during the first three days of each event (November 6-8 for the 15th National Games and December 5-7 for the Special Olympics), offenders will receive a warning instead of a penalty for their first violation.
It is important to note that violations on different roads on the same day will be treated separately. Traffic violations for other reasons will still be handled according to the law.
Adjustments to Restrictions
Compared to the original proposal released for public feedback in July, the final notice includes optimized adjustments to the restriction times and areas.
First, the daily restriction period for passenger cars has been shortened by 30 minutes at both ends, changing from 7:00 AM to 8:00 PM to 7:30 AM to 7:30 PM. The extension until midnight on the two opening ceremony days remains unchanged.
