I. Time Requirements for Using a Housing Rental Certificate to Apply for a Degree

For fall 2026 enrollment, applicants’ parents must obtain the certificate on or before April 30, 2025. The processing time is based on the registration (filing) stamp date. The lease term must end on or after December 31, 2026.

For fall 2027 enrollment and beyond, applicants’ parents must obtain the certificate on or before April 30 of the year prior to enrollment. The processing time is based on the registration (filing) stamp date, and the lease term must end on or after December 31 of the enrollment year.

II. Requirements for Using a Residence Registration Certificate to Apply for a Degree

Using a residence registration certificate to apply for admission is only applicable to renting non-title residential housing, and the residence time will no longer earn bonus points.

1. Registration Time Requirements:

For fall 2026 enrollment, applicants’ parents must have registered their population residence information within the school district of their chosen school on or before April 30, 2025.

For fall 2027 enrollment and beyond, applicants’ parents must register their population residence information within the school district of their chosen school on or before April 30 of the year prior to enrollment.

2. Material Requirements: To use a residence registration certificate to apply for a public school degree, applicants must also provide a lease contract signed with the landlord, proof of property ownership, and a Residence Registration Inquiry Form for the parents or other legal guardians. The lease contract signed with the landlord must match the address of the residence registration, and the contract must be valid until at least December 31 of the enrollment year.

3. Authenticity Requirements:

(1) Both the lessor and lessee should promptly and proactively report their residence information to public security authorities and community grid management centers, update the actual residence status in a timely manner, and ensure the residence registration information is accurate.

(2) Providing true, legal, and valid residence materials is a necessary condition for applying for a public school degree at the compulsory education level in this district. It serves as the basis for nearby enrollment and is an obligation of the degree applicant’s parents. The parents of the degree applicant bear legal responsibility for the truthfulness and legality of the information provided. If it is discovered that a degree applicant’s family uses false residence materials to apply for a degree, the education administrative department will cancel the applicant’s eligibility to apply for a public school degree at the compulsory education level and report the relevant clues to public security authorities for further processing. If the student has already enrolled in a public school, the education administrative department will coordinate the student’s enrollment across the district.

(I) Reminder on Degree Housing Lock

Bao’an District’s compulsory education public schools implement a degree housing lock system. All Shenzhen-resident and non-Shenzhen-resident students (including those from Hong Kong, Macau, and Taiwan) applying for public school degrees in Bao’an District must provide housing materials for their parents or other legal guardians. Within a school district, one housing unit can only be used for one couple’s one or more children to apply for a degree. Housing information used by all schools implementing the degree housing lock system is locked, and during the student’s enrollment period (6 years for elementary school, 3 years for middle school), the housing unit cannot be used again to apply for a degree (this lock does not apply to multiple children of the same couple applying for degrees).

(II) Regarding Social Insurance Participation Time

For non-Shenzhen-resident school-age children and adolescents applying to schools at the compulsory education level in this city, one or both parents must have continuously participated in social insurance (pension insurance and medical insurance) in the city for at least one year. The calculation of one continuous year is based on a backward count from April 30 of the year of degree application. Periods of social insurance supplementary payments will not be counted.

(III) Anti-Fraud Reminder

Unscrupulous individuals have appeared in society using parents’ anxious mindset to commit fraud by claiming to facilitate school admission.
