BEIJING, June 6 – The Ministry of Housing and Urban-Rural Development on June 5 released a revised draft of the Housing Provident Fund Management Regulations for public comment. The revision aims to strengthen the management of the housing provident fund, protect the legitimate rights and interests of contributors, and better meet their diverse housing consumption needs.

The draft stipulates that employees may withdraw funds from their housing provident fund accounts under the following circumstances: (1) paying rent; (2) purchasing, constructing, renovating, or overhauling a self-occupied home; (3) repaying principal and interest on a home loan; (4) decorating a self-occupied home within a certain limit; (5) paying property management fees for a self-occupied home; (6) retiring; (7) completely losing the ability to work and terminating employment or labor relations with the employer; (8) settling abroad; (9) other housing consumption situations approved by the State Council. Under items (6), (7), and (8), the withdrawal may also include canceling the employee’s housing provident fund account. If an employee dies or is declared dead, the employee’s heirs or legatees may withdraw the remaining balance from the housing provident fund account.

The draft also provides that individual business owners, non-full-time employees, and other flexible workers may voluntarily participate in the housing provident fund system, with specific measures to be formulated by the city governments where districts are located.

Additionally, the draft requires that housing and urban-rural development authorities under the State Council, provincial and autonomous region governments, as well as housing provident fund management centers, strengthen digital capabilities, enhance cross-regional, cross-departmental, and cross-level business coordination, promote mutual recognition and mutual lending of housing provident funds, and improve management service efficiency.
