The West Java Provincial Government has implemented a permanent Work From Home (WFH) scheme every Thursday for civil servants in the administrative sector, differing from the simultaneous Friday schedule set by the Central Government starting April 2026.
Despite the difference in implementation days, both authorities agree to require public service sectors to work fully from the office and use a location-based monitoring system. This WFH implementation is a strategy to improve efficiency and quality of life for state servants.
Schedule and Timeline of WFH for West Java Provincial Government Civil Servants
The West Java Provincial Government began implementing WFH with a trial period at the end of 2025, specifically in November and December. During these two months, the government closely monitored its impact on performance and operational cost savings.
Governor of West Java Dedi Mulyadi then decided to make this policy permanent starting January 2026. Through Circular Letter Number: 188/KPG.03/BKD, it was established that every Thursday, West Java Provincial Government civil servants are allowed to perform their duties from home. This policy makes West Java one of the pioneering provinces in Indonesia with a structured hybrid work regulation fully supported by digital infrastructure.
The reason for choosing Thursday was to avoid the stigma of a long weekend. It was feared that if WFH were applied on Friday or Monday, there would be a concern about decreased discipline where civil servants might consider it an extended holiday or use it to go back to their hometowns early.
By choosing Thursday, the WFH day is sandwiched between office workdays, so civil servants still have an obligation to return to the office on Friday. This makes it easier for supervisors to monitor employee presence.
The West Java Provincial Government provides space for each Head of Regional Apparatus to determine the policy on Friday, whether to work as usual or set WFH rules, depending on the remaining weekly workload.
Sectors Implementing WFH and Those Required to Be in the Office
Despite providing flexibility, the West Java Provincial Government emphasizes that not all agencies can implement work from home. This division is made selectively based on the nature of the work. Here are details of sectors implementing WFH and those exempted:
1. Sectors Implementing WFH (Non-Public Services)
This sector consists of civil servants whose main tasks are administrative, planning, and data processing that can be done digitally.
Planning and Financial Management Sector
· Regional Development Planning Agency: Analysis of regional planning data, preparation of macro designs, and coordination of work programs.
· Regional Financial and Asset Management Agency: Internal regional financial bookkeeping, reconciliation of regional asset data, and budget administration.
· Regional Inspectorate: Internal financial audits, preparation of bureaucratic supervision reports, and recapitulation of compliance data.
Secretariat and Internal Administration Sector
· Regional Secretariat of Gedung Sate: Document processing staff for correspondence, general administration, and digital public relations/protocol team.
· Regional House of Representatives Secretariat: Archiving of legal documents, analysis of regulatory drafts, and administrative functions supporting legislation.
· Regional Civil Service Agency: Digital personnel file management, pension data processing, and verification of promotions.
Research, Technical Planning, and Study Sector
· Regional Research and Development Agency: Preparation of research-based policy drafts and development literature studies.
· Housing and Settlement Office – Planning Division: Preparation of technical designs, digital model processing, and settlement spatial mapping.
· Environmental Agency – Analysis Division: Processing of air and water quality index data, and evaluation of environmental impact assessment documents.
The implementation of the flexible work scheme is done selectively based on the type of job position. For example, at the Communication and Informatics Office, the internal administration team is allowed to WFH. However, server room technicians or data center technicians are still required to Work From Office to maintain digital infrastructure. The same applies to the Social Office; planning staff are allowed to work from home, while rapid response units must be fully on standby in the field.
2. Exempted Sectors (Mandatory WFO)
These sectors are not allowed to WFH because they provide direct services to the public or require physical presence urgency:
Health: Regional General Hospitals, Community Health Centers, and health laboratories.
