The deep-processing dairy product team from Heilongjiang Bayi Agricultural University fully experienced the “good climate” for entrepreneurship. They attracted 10 million yuan in investment to establish a food company, with five solid dairy product production lines soon to be operational.

“The production lines have an annual capacity of about 38,000 tons, with sales revenue reaching 1.8 billion yuan,” said the team leader confidently. “Previously, we didn’t know the way, but now the ecosystem has helped us break through entrepreneurial barriers.”

Measures such as separate management of job-related scientific and technological achievements, exploring a transformation model of “agreed returns plus full empowerment,” door-to-door services by technology managers, and rapid allocation of funds and other elements have broken institutional ice and sparked entrepreneurial passion, with continuous “thrust” along the way. In 2025, within the seven innovation and entrepreneurship ecosystems around universities and research institutes, 1,015 technology contracts were signed within the province, with a transaction value exceeding 1.4 billion yuan.

“This year, we will further optimize institutional construction, enhance service efficiency, allow researchers to enjoy more autonomy and benefits in achievement transformation, and enable more scientific research results to move from the ‘bookshelf’ to the ‘shelf.'”
