On March 31, the “Environmental Impact Assessment for the High-tech Lithium Iron Phosphate Pyrometallurgical Construction Project” by Bijie Rongbai Lithium Battery Material Co., Ltd. was announced for the first time.
Project Name: Bijie High-tech Lithium Iron Phosphate Pyrometallurgical Construction Project
Construction Address: Bijie High-tech Industrial Development Zone, Bijie City, Guizhou Province
Construction Unit: Bijie Rongbai Lithium Battery Material Co., Ltd.
Nature of Construction: New Construction
Project Overview: This project involves adaptive renovation based on the existing buildings and facilities of the former Lifan factory site, along with the simultaneous construction of necessary public utilities and auxiliary facilities. The overall plan is to build a pyrometallurgical production line with an annual capacity of 1 million tons of lithium iron phosphate. The project will be implemented in three phases: Phase I will establish an annual production capacity of 300,000 tons; Phase II will add 400,000 tons; and Phase III will add another 300,000 tons (this assessment scope only covers Phase I). Technologically, the yellow precursor material is sintered at high temperature under nitrogen protection to produce lithium iron phosphate (LiFePO4), with water and carbon dioxide as by-products. The resulting lithium iron phosphate cathode material is then crushed, de-ironed, packaged, and stored. Supporting public auxiliary systems such as power supply and distribution, circulating water, nitrogen generation, and gas pressure regulation will also be constructed.
Bijie Rongbai Lithium Battery Material Co., Ltd. was established in February 2026 and is a wholly-owned subsidiary of Ningbo Rongbai New Energy Technology Co., Ltd. Rongbai Technology is the world’s largest producer of ternary cathode materials. To address the weakness of its product structure, which is primarily based on ternary materials, the company has rapidly entered the lithium iron phosphate sector through acquisitions such as Guizhou Xinren and a Shanghai-based company.
Previously, Rongbai Technology disclosed its “RB One-Step Process.” The company claims this technology can compress the 15 steps required in traditional lithium iron phosphate production down to only 6 steps. The investment cost for the production line can be reduced by approximately 40%, and energy consumption during the production process can be reduced by about 30%.
Bijie High-tech Industrial Development Zone
The Bijie High-tech Industrial Development Zone is a modern industrial park established in 2013 in Bijie City, Guizhou Province, China. It was created as part of regional development strategies to foster economic growth and technological innovation in a historically less-developed area. Today, it focuses on attracting investment and advancing industries such as big data, new energy, and modern agriculture.
Lifan factory site
The Lifan factory site in Chongqing, China, was the former manufacturing hub of Lifan Industry Group, a major private company founded in 1992 that became a significant producer of motorcycles, cars, and engines. Its history reflects China’s rapid industrial growth and the rise of private automotive enterprises, though the company faced financial difficulties leading to bankruptcy restructuring in 2020, leaving the site as a symbol of a transformative era in Chinese manufacturing.
