Registration Guide

I. Application Requirements

Applicants must meet the following qualifications:

(1) Possess Chinese nationality;

(2) Generally be between 18 and 38 years old (born between October 1986 and October 2007). For 2026 master’s and doctoral graduates, the age limit is extended to under 43 years old (born after October 1981);

(3) Support the Constitution of the People’s Republic of China, support the leadership of the Communist Party of China and the socialist system;

(4) Possess good political quality and moral character;

(5) Have the physical and mental capacity to perform duties normally;

(6) Have work ability meeting position requirements;

(7) Have at least a college education level;

(8) Meet other qualification requirements specified by the central civil service authority for the intended position.

Except for some special positions and highly specialized roles, central government agencies and their provincial-level affiliates mainly recruit individuals with over 2 years of grassroots work experience. Municipal and lower-level institutions primarily recruit recent college graduates. Grassroots work experience refers to work in county, township, or village-level party and government organizations, community organizations, or various enterprises and institutions. Work experience in military units at the regiment level or below, military service for veterans, and participation in graduate internship programs or research projects at enterprises and institutions by unemployed graduates also count as grassroots experience. For central government positions, work experience in municipal-level institutions is also considered grassroots experience. Work experience in district-level institutions of municipalities is treated as grassroots experience. The cutoff date for calculating grassroots work experience is October 2025.

Institutions at the county level and below in remote and difficult areas may adjust requirements for education, major, work experience, and set separate written examination passing scores to appropriately lower entry barriers. Those recruited through such preferential policies must serve a minimum of 5 years in remote and difficult area institutions within the municipality. Those who haven’t completed 5 years cannot transfer to higher-level institutions or non-remote areas within the same municipality, nor to institutions in other municipalities or provinces.

Active military personnel, non-graduating students, current civil servants, and staff of civil service-managed institutions cannot apply.

Individuals with criminal records, expelled from the Communist Party, dismissed from public office, subject to credit punishment, found guilty of serious examination violations, civil servants dismissed within 5 years, and others legally prohibited from civil service employment cannot apply.

Applicants cannot apply for positions that would create conflicts of interest under civil service law, nor positions where close relatives serve as leadership members.
