A Market with a Long History…
Dong Xuan Market is a market with a rich historical tradition, one of the oldest in the country. Dong Xuan Market currently has a total of 2,022 individual business households operating in 7 main product groups: fabrics and yarns, clothing, footwear, leather goods, cosmetics, beauty products… distributed evenly throughout the market area.
Dong Xuan Market has a tradition of « family-run » business passed down through generations. Therefore, the business households have a long-standing, close connection with the market’s operations.
Previously, Dong Xuan Market was a location that provided a very important source of tax revenue for Hoan Kiem District (formerly). Before the Covid-19 pandemic, tax revenue from individual business households reached up to 92 billion VND per year. After the pandemic, the figure decreased, fluctuating between 60-70 billion, but it still remains a significant amount compared to other business households in the ward specifically and the former Hoan Kiem District area in general.
As a traditionally operated market, the process of integration and digital transformation presents challenges for Dong Xuan Market’s vendors similar to those faced by the public and other business households.
Firstly, the long-standing habit of using cash for payments is deeply ingrained. Changing this habit among business households cannot happen overnight. Furthermore, many of the business households are older individuals for whom accessing technology is not a strong point. While smartphones can handle many tasks today, many vendors at Dong Xuan Market still use basic mobile phones. Additionally, the market’s digital infrastructure still has many shortcomings, and internet connectivity is not yet adequate.
Hopes for Close Support, Even Hands-On Guidance
However, with high determination and a spirit of accompanying business households in digital transformation, the Company recently coordinated with VNPT to completely renovate the digital infrastructure, increase transmission capacity, and enhance bandwidth… to ensure easy access for business households.
The company has also carried out extensive communication efforts about digital transformation. Since 2023, after the Covid-19 pandemic, the Company collaborated with Viettel to implement the 4.0 market model, promoting the use of QR codes for payments among business households. Currently, 100% of business households in the area use QR codes for non-cash payments.
Regarding the creation of invoices from cash registers according to Decree 70/ND-CP, tax officials regularly support and guide people in installing software related to electronic invoice operations for cash registers and electronic invoices. Since April 2025, they have coordinated with the tax unit and solution providers to pilot the installation of sales software and initialize cash registers. By June 2025, business households at Dong Xuan Market had basically implemented this task. The number of business households that have not yet installed the software is now very low.
