Police have temporarily detained eight individuals in the case of a student at the Hai Ha Social Work Center, An Sinh ward, Quang Ninh province, who was beaten to death after two days of enrollment.

On December 26, the Quang Ninh Provincial Police announced they are detaining eight people, including some staff and students of the Hai Ha Social Work Center, for investigation and handling according to regulations.

These individuals are related to the beating death of student P.H.N. (born 2008, resident of Ha Lam ward, Quang Ninh province), a new student who had been at the Hai Ha Social Work Center for only two days.

Around 11:20 AM on December 23, the People’s Committee of An Sinh ward received a report from the ward police about the incident occurring at the Hai Ha Social Work Center (facility 2), located in Trai Loc quarter, An Sinh ward.

Accordingly, on the morning of the same day, the center organized for some students to do labor, pulling weeds in the Trai Loc hill area. During the work, student P.H.N. (who had just entered the center on December 21) had a conflict and physical altercation with several other students, leading to injuries.

N. was taken for emergency treatment at the Dong Trieu Regional General Hospital. By around 2:00 PM the same day, as his health deteriorated, the center coordinated with the family to take N. back to his home in Ha Lam ward. Subsequently, N. died at his home.

In an exchange, a relative of N. stated, “the family is very upset by the inhumane conduct of the Hai Ha Social Work Center.”

“On December 21, my nephew was picked up by the Hai Ha Social Work Center in good health, but after just two days he was beaten black and blue, with many fatal wounds leading to his death. Our family hopes the authorities will investigate and strictly handle those related to my nephew’s death,” the relative said.

According to the same relative, P.H.N. was sent to the Hai Ha Social Work Center by his family because he frequently used e-cigarettes.

After learning about the harms of e-cigarettes, the family sent him to the Hai Ha Social Work Center for study and rehabilitation, but they did not expect him to be brutally beaten at this very center.

On the morning of August 6, the Ho Chi Minh City People’s Court tried and sentenced defendant Nguyen Van Linh (36 years old) to death for the crime of murder, as this person beat a fellow detention cellmate to death.

Hai Ha Social Work Center
