The City People’s Council reviewed, discussed, decided on matters within its authority, and voted to pass 55 resolutions presented at the session. This promptly met the city’s urgent needs for stabilizing and improving the efficiency of the administrative apparatus, perfecting institutions and management, promoting new growth drivers, while ensuring social welfare and improving the quality of life for the people.

Accordingly, the session reviewed and passed many important resolutions aimed at perfecting mechanisms and policies to promote the city’s socio-economic development in the new period.

Notable among these are policies supporting the development of public passenger transport by bus; support for rural areas in the 2026-2030 period; and regulations on a support mechanism for innovative startups and controlled testing of new technology solutions.

The City People’s Council passed many resolutions to implement special mechanisms and policies for developing the semiconductor sector, artificial intelligence, strategic technology, and the innovation ecosystem.

Specifically, these include policies on human resource development, investment incentives, tax exemptions, digital technology infrastructure utilization, technology innovation support, intellectual property protection, and land price regulations…

The session passed many Resolutions, promptly meeting the city’s urgent needs.

Notably, the City People’s Council also considered the policy of authorizing the City People’s Committee to decide on investment projects in the area; approved the policy of converting forest land use to implement the road connecting the Western Ring Road to the La Son-Tuy Loan expressway.

Many social welfare policies were passed, such as: policies for developing preschool education in industrial parks; support for heart surgery for children with congenital heart disease; and fees for visiting cultural works…

In the ethnic affairs sector, the session passed mechanisms and policies to implement the National Target Program for building new rural areas, sustainable poverty reduction, and development of ethnic minority regions for the 2026-2035 period; health insurance support policies for ethnic minorities; mechanisms to encourage the conservation and development of Ngoc Linh ginseng and medicinal plants; and support for training Laotian students and teachers teaching Vietnamese in Laos.

To ensure the resolutions are quickly implemented, produce tangible results, and avoid delays between decision-making and execution, the Chairman of the City People’s Council proposed that the City People’s Committee urgently direct departments, agencies, and localities to concretize them into implementation plans with clear tasks, resources, timelines, deliverables, and responsibilities for each unit, especially the responsibility of leaders.

For policies using the budget, specific funding sources, annual balancing capacity, scope of support, criteria for selecting beneficiaries, payment and settlement mechanisms, post-audit procedures, and effectiveness evaluation must be identified.

La Son-Tuy Loan expressway

The La Son-Tuy Loan expressway is a key highway in central Vietnam, connecting the city of Da Nang to the Thua Thien-Hue province. Opened in 2022, it is part of the larger North-South Expressway project, designed to improve transportation and reduce travel time between major economic hubs. The expressway traverses the scenic Hai Van Pass area, historically significant as a natural barrier and strategic route between ancient kingdoms.

La Son-Tuy Loan expressway

The La Son-Tuy Loan expressway is a major infrastructure project in central Vietnam, part of the North-South Expressway system. Construction began in 2019 and the 77.5-kilometer route opened to traffic in 2023, significantly reducing travel time between Hue and Da Nang. The expressway runs through challenging mountainous terrain, replacing the hazardous Hai Van Pass route and improving regional economic connectivity.
