By this time in Russia, the validity period for all escalator and moving walkway certifications is expiring. At the same time, the organizations responsible for certifying such equipment cannot obtain accreditation: the old system of rules for them was abolished, and a new one has not been introduced.
Because of this, shopping centers cannot undergo the necessary inspections. Therefore, legally, the operation of escalators and moving walkways becomes impossible from September 1. The Union of Shopping Centers of Russia has requested clarification from Rostekhnadzor regarding the legal conflict that has arisen.
A solution to the problem could be extending the validity of previous equipment certificates. The General Director of the Russian Elevator Association proposed introducing a transition period until September 1, 2027. Experts also suggest continuing inspections with the previous companies to eliminate not legal but actual risks, ensuring the safety of visitors.
According to the National Elevator Union, in 2025, Russia operates about 12,000 escalators and moving walkways and 10,000 lifting platforms for the disabled. These devices are found not only in shopping centers but also in business centers, social, and medical institutions. Experts emphasize that the issue of certifying such equipment is currently very urgent.
