According to a decree by the President of the Russian Federation, starting in 2026, uniforms for Russian military personnel must be manufactured exclusively within Russia.
By 2027, it is also planned that all materials for making the uniforms must be produced domestically.
The document discusses the procurement of clothing supplies for the needs of the Russian Armed Forces, which will be carried out in accordance with legislation on the contract system and the state defense order.
The President instructed the government, the Ministry of Defense, and the Ministry of Industry and Trade to take the necessary measures so that, starting from January 1, 2026, all uniforms are supplied by Russian manufacturers, and by 2027—from fabrics produced in Russia.
As stated in the document, this is necessary to “exclude the procurement of foreign-produced clothing supplies for the needs of the Russian Armed Forces, and foreign-produced materials used in the manufacture of such supplies.”
