For continuous enrollees, the reimbursement rate for «medical insurance catalog cost coverage» can reach up to 90%, achieving a system where «the longer you pay, the lower the threshold, and the higher the reimbursement.» For example, Benefit One, «medical insurance catalog cost coverage,» has a reimbursement rate of 80%, rising to 85% for those enrolled for two consecutive years, and to 90% for those enrolled continuously in 2023, 2024, and 2025 with no claims. For citizens who have participated in «Shenzhen Huiminbao» for three consecutive years, personal out-of-pocket costs for assisted reproduction diagnostic and treatment items within the Guangdong Province basic medical insurance catalog, incurred during hospitalization or outpatient treatment for specific diseases at designated medical institutions in the city or outside, will be reimbursed at 100% with no deductible, supporting the improvement of the fertility support system.

The «Hong Kong-Macao Drug and Medical Device Connect» special benefit has also been upgraded, with designated medications increasing to 22 types and including 70 medical devices from the «2025 Edition of the Catalog of Clinically Urgent Imported Hong Kong and Macao Drugs and Medical Devices for the Nine Cities in the Greater Bay Area,» with an annual maximum reimbursement of 500,000 yuan. This allows enrollees to access and afford cutting-edge, high-value innovative drugs and medical devices close to home.

As a universal commercial health insurance product, the 2026 «Shenzhen Huiminbao» will continue to deepen the «one-stop» direct claim settlement service, which now covers over 8,000 designated medical institutions in Shenzhen and networked settlement platform hospitals across Guangdong Province. Enrollees can have their medical insurance costs and Huiminbao claim costs settled simultaneously upon discharge. Over the past three years, the proportion of «one-stop» claims has reached as high as 99%.

Notably, the scope of family co-payment for individual medical insurance accounts in 2026 has been further expanded.
