The video shows Torre riding in a Land Cruiser with a blinker while attending as Guest of Honor at the ‘Pavvurulun Afi’ Festival in Tuguegarao City. However, according to the law, only the President, Vice President, Senate President, House Speaker, and Chief Justice are permitted to use blinkers.
