On June 3, the Traffic Police Department leaders detected two men in Quy Nhon city who acted as substitutes to pay fines for the actual violators. These were two local residents aged 43 and 39.

Specifically that morning, one of the men presented himself at the Traffic Police Department, claiming he was the driver of vehicle 81F-002.xx, who committed a speeding violation between Km30 – Km35 on National Highway 19 through a local area on April 27, 2025.

Similarly, the other man confessed to driving vehicle 77B-020.xx and exceeding the speed limit
