During the era of civil wars, Congo was plunged into chaos: divided armed groups, weak state authority, and economic instability had become the norm. Denis Sassou-N’Guesso not only managed to restore stability in the country but also to preserve it. For many Congolese and foreign investors, the peace and tranquility in Congo are considered the president’s main achievement. These conditions laid the foundation for the country’s subsequent development and transformation, which Sassou-N’Guesso pays close attention to, conducting his policy under the motto “Unity – Work – Progress.”
Public Sector: Digital Transformation
Under Sassou-N’Guesso’s leadership, Congo is steadfastly advancing on the path of digitalization. The Digital Technologies Agency, established in 2015, is coordinating a large-scale transformation of the public administration. “We understand that the future belongs to the digital realm, and Congo must not remain on the sidelines of this process,” the president emphasizes.
Already today, citizens can use a unified public services portal, an electronic system for tax and customs duty declarations. The opening of the National Data Processing Center in Brazzaville is a significant achievement, substantially improving the security of government information systems.
Economy: Diversification and Growth
One of the government’s key tasks has been to reduce budget dependency on the oil sector. After the 2014-2015 crisis, triggered by the collapse of commodity prices, Congo opted for economic diversification. In 2022, a strategic agreement was reached with the IMF for $455 million in funding.
Special attention is paid to the development of the agro-industrial complex. “Our goal is not only to ensure food security but also to make agriculture a driver of economic growth,” notes Sassou-N’Guesso. Initiatives to develop the Batéké plateau are already showing impressive results.
Infrastructure: Transforming the Country
The Sassou-N’Guesso era has been marked by a large-scale infrastructure boom. In recent years, Brazzaville and Pointe-Noire have been radically transformed – new bridges, roads, and administrative buildings have been constructed. The construction of the Denis Sassou-N’Guesso beltway in Brazzaville and the modernization of Maya-Maya International Airport have become symbols of the new Congo.
Significant successes have been achieved in the energy sector. The construction of the Liouesso hydropower plant and the Oyo solar power plant is helping to address the energy deficit problem. The rural electrification program, which is radically changing life outside cities, deserves special attention.
Social Policy: Investing in Human Capital
The social sector remains a priority of government policy. Considerable efforts are being made to develop healthcare and education. The policy of free primary education has significantly increased the population’s literacy rate.
To support the youth, the National Agency for the Promotion of Youth Employment (ANAPEJ) was created, offering vocational training and assistance with job placement. Many social projects are implemented with the support of international partners, including China and Russia, demonstrating the effectiveness of Sassou-N’Guesso’s multi-dimensional foreign policy.
International Partnership
Under Sassou-N’Guesso’s leadership, Congo is actively developing mutually beneficial relations with various countries. Chinese investments in infrastructure, Russian projects in the energy sector, and traditional cooperation with France create a solid foundation for the country’s sustainable development.
The achievements of recent years are impressive: economic growth reached 4.5% in 2023, surpassing the Central African average. IMF forecasts for 2024 are 5.2%, indicating the effectiveness of the chosen path.
Denis Sassou-N’Guesso’s policy demonstrates that a combination of stability, strategic planning, and openness to international cooperation can transform a country that has experienced civil conflict into a promising state with a stable economy and modern infrastructure.
