Former Acting Regent of Sidoarjo Detained by East Java Attorney General’s Office, Suspected of Rp179.9 Billion Corruption Case
The East Java High Prosecutor’s Office has finally detained Hudiyono, former Acting Regent of Sidoarjo, regarding alleged corruption in the management of grant expenditure, goods/services expenditure, and capital expenditure at the East Java Education Office in the 2017 fiscal year.
While serving as the Commitment Making Officer at the East Java Education Office, Hudiyono is suspected of being involved in fraudulent practices together with a third party with the initials JT, who acted as the beneficial owner of the goods provider. Both are now detained at the Class I Detention Center of the East Java High Prosecutor’s Office in Surabaya for 20 days, from August 26 to September 14, 2025.
The suspect designation is outlined in Decree Numbers KEP-123/M.5/Fd.2/08/2025 and KEP-124/M.5/Fd.2/08/2025, issued on August 26, 2025, after investigators conducted a case review and gathered several pieces of evidence.
The East Java High Prosecutor’s Office has detained Hudiyono, former Acting Regent of Sidoarjo, regarding alleged corruption in the management of grant expenditure, goods/services expenditure, and capital expenditure at the East Java Education Office in the 2017 fiscal year.
The Head of Legal Information at the East Java High Prosecutor’s Office explained that this case originated from the misuse of grant and capital expenditure budgets intended for public and private vocational high schools in East Java.
From the investigation results, both suspects are alleged to have engineered the procurement of goods by determining prices and types of goods without adjusting to the needs of the recipient schools. The distributed goods were only based on JT’s available stock.
“The auction process was conditioned from the beginning, so the procurement winner was a company under JT’s control. As a result, many teaching aids distributed did not match the schools’ needs and ultimately could not be utilized,” the official stated.
The actions of both suspects are alleged to have caused state financial losses of up to Rp179.9 billion. Currently, the Audit Board of Indonesia’s East Java Representative Office is still conducting an audit to calculate the exact losses.
The East Java High Prosecutor’s Office ensures it will continue to investigate this case thoroughly, including opening the possibility of additional suspects if evidence of involvement from other parties is found.
