New Delhi. The World Health Organization (WHO) has declared the Ebola outbreak in Congo and Uganda a global health emergency of international concern. This is the organization’s highest alert worldwide. The step was taken after confirmed cases of Ebola crossed international borders and reached large, densely populated cities like Kampala and Kinshasa.

The outbreak is caused by the relatively rare Bundibugyo strain of the Ebola virus, for which there is currently no vaccine or treatment available. However, the WHO described the situation as extraordinary but clarified that the outbreak does not yet meet the criteria for being declared a pandemic.

Virus spreading into major cities

According to data received as of May 16, 2026, health authorities have reported 246 suspected cases of Ebola, 8 laboratory-confirmed infections, and 80 suspected deaths in the northeastern Ituri province of Congo. Affected areas include the health zones of Bunia, Rwampara, and Mongbwalu. The WHO has warned that the actual infection situation may be much more severe than these figures indicate, as the positivity rate among tested samples is quite high and the number of suspected patients is rising rapidly.

In its statement, the WHO said, “This outbreak in the DRC-Uganda has become a major public health risk for other countries as well, and some cases of international spread have already been documented.”

Ebola infection has been confirmed in two separate travelers who arrived in Kampala, the capital of Uganda, from Congo, one of whom has died. Additionally, an infection was found in a person who returned to Kinshasa, the capital of Congo, from Ituri province. This has raised concerns that the virus has now moved from remote areas into heavily populated metropolitan centers.

No vaccine for the Bundibugyo strain

This Ebola outbreak also presents a major challenge for medical science. Unlike the more common Ebola-Zaire strain, for which certified vaccines and therapies exist for treatment and prevention, there are no specific medical measures available against the Bundibugyo virus.

The absence of any approved vaccine or drug is making efforts to control the disease extremely complicated, and this is the main reason why the WHO had to issue its highest global alert.

Advice against closing borders

The WHO has urged all neighboring countries sharing a border with Congo to immediately activate emergency response mechanisms. Along with this, it has instructed stricter screening and surveillance at border checkpoints and internal transport routes.

The global health agency has issued guidelines that confirmed Ebola patients and high-risk contacts should avoid international travel until 21 days have passed since their potential exposure to the virus.

However, the WHO also advised governments not to completely close borders or impose trade restrictions. The agency warned that such strict restrictions could lead people to try crossing borders through informal and illegal routes, making it even more impossible to monitor the virus.

Ituri province

Ituri Province, located in northeastern Democratic Republic of the Congo, is historically known for its rich biodiversity and as the homeland of the Mbuti (Pygmy) people, one of the oldest indigenous groups in Central Africa. The region was heavily impacted by the brutal Second Congo War (1998–2003) and ongoing ethnic conflicts, particularly between the Hema and Lendu communities, which have caused widespread displacement and humanitarian crises. Despite its natural wealth, including gold and forests, Ituri remains one of the most volatile and underdeveloped areas in the country.

Bunia

Bunia is a city in the northeastern Democratic Republic of the Congo, serving as the capital of the Ituri Province. Historically, it has been a significant trading hub and was heavily affected by the Ituri conflict in the early 2000s, which involved ethnic violence between the Hema and Lendu communities. Today, Bunia remains a key administrative and commercial center, though it continues to face challenges related to post-conflict recovery and regional instability.

Rwampara

Rwampara is a historical and cultural region located in southwestern Uganda, traditionally part of the Ankole kingdom. It is known for its rich pastoral heritage and the Rwampara hills, which hold significance in local folklore and as a site of ancient settlements. The area played a role in the pre-colonial and colonial history of the Banyankole people, serving as a center for cattle keeping and clan governance.

Mongbwalu

Mongbwalu is a town in the northeastern Democratic Republic of the Congo, located in the Ituri Province. Historically, it gained prominence as a major gold mining center, but it was also a site of severe violence during the Ituri conflict in the early 2000s, with clashes between ethnic militias over control of the mines. Today, the area remains a focal point for artisanal gold mining and ongoing efforts to stabilize the region.

Odzala-Kokoua National Park

Odzala-Kokoua National Park is a vast protected area in the Republic of Congo, established in 1935 to preserve its rich biodiversity. It is one of Africa’s oldest national parks and is renowned for its dense rainforests, savannahs, and populations of forest elephants, western lowland gorillas, and other rare wildlife. The park has faced challenges from poaching and logging, but recent conservation efforts have focused on eco-tourism and research to protect its unique ecosystem.

UNESCO World Heritage site

A UNESCO World Heritage site is a landmark or area recognized by the United Nations Educational, Scientific and Cultural Organization for its outstanding cultural, historical, or natural significance. These sites are legally protected by international treaties to ensure their preservation for future generations. The UNESCO World Heritage program began in 1978 following the adoption of the 1972 World Heritage Convention, and today includes over 1,100 sites worldwide, such as the Great Wall of China and the Great Barrier Reef.
