It has been nine years since the incident at the Tsukui Yamayuri-en facility (located in Midori Ward, Sagamihara City), where 19 individuals with disabilities were killed and 26 others, including staff members, were injured. Through the trial of last year’s murder case involving a former user of Nakai Yamayuri-en (Nakai Town) in Chiba Prefecture, the investigative report, and testimonies from those involved, we examine the current state of welfare for people with disabilities and the local community in Kanagawa.

Following the incident in which a father (78) killed his severely intellectually disabled younger son (then 44), related organizations, including the prefecture, Odawara City, and Nakai Yamayuri-en (Nakai Town), established an investigative committee and released a final report in late June.
The report contained harsh criticisms. While the risk of abuse had existed for years, the family was perceived as “usually kind and caring toward their child.” Support for the son and his caregiving parents, as well as responses to the father’s abuse, were all delayed. The report condemned the lack of coordination, which isolated the family, stating that “it would not be wrong to call this societal neglect.”

Tsukui Yamayuri-en facility
