Gaya (Bihar) – Prime Minister Narendra Modi on Friday accused the opposition alliance ‚INDIA‘ (Indian National Developmental Inclusive Alliance) of opposing measures aimed at eliminating corruption at the highest levels of power and steps taken to address the threat posed by infiltrators to the country’s demographics.

The Prime Minister indirectly referred to the Constitution (130th Amendment) Bill, 2025, introduced by his government in the Lok Sabha this week, and the ongoing Special Intensive Revision (SIR) of the voter list being conducted by the Election Commission in Bihar during a rally in Gaya.

He indirectly referred to former Delhi Chief Minister Arvind Kejriwal, saying, „We have witnessed a regrettable situation where people in power are running the government from jail, signing files from behind bars, and making a mockery of constitutional dignity.“

Modi claimed that his 11-year government has not a single stain of corruption. The Prime Minister also referred to numerous scams that emerged during previous Congress governments.

The Prime Minister alleged, „Therefore, we decided to bring a law under which if any corrupt Chief Minister or even the Prime Minister spends 30 days in jail, they can be dismissed. If a minor clerk spends even a short time in jail, they are suspended. But when we introduced a strict law, RJD, Congress, and leftist parties became agitated. They are angry because they fear punishment for their sins.“

He said, „Congress and RJD filled their coffers with public money while in power. For this purpose, they kept projects hanging indefinitely. In contrast, I am inaugurating a bridge today whose foundation I laid just a few years ago.“

Targeting the Rashtriya Janata Dal (RJD) and Congress, the Prime Minister alleged that both opposition parties are against the Constitution (130th Amendment) Bill because most of their leaders are either in jail or out on bail.

The Constitution (130th Amendment) Bill was introduced in the Lok Sabha on Wednesday and has been referred to a joint committee of Parliament. It proposes the removal of the Prime Minister, Chief Ministers, and ministers after 30 days in custody following arrest on serious criminal charges.

After inaugurating several projects in Gaya, Bihar, Modi said that RJD and its allies see Bihar only as their vote bank and that everyone in the state knows that RJD leaders have always been involved in corruption.

Modi said, „No major project was completed in Bihar during the rule of RJD and Congress. They never thought about the welfare of the people. They were only busy filling their pockets.“

On the issue of illegal immigration, he said that demographics are rapidly changing in the border districts of Bihar. He accused RJD and Congress of supporting infiltrators.

Modi said, „We will not allow infiltrators to snatch the rights of the people of the states. RJD and Congress are supporting these infiltrators. They are engaged in the politics of appeasement. The people of Bihar should be cautious of such parties and such leaders.“

His reference was to the SIR, one of whose objectives is to remove „illegal migrants from Bangladesh, Nepal, and Myanmar“ from the voter list.

The Election Commission has ordered this process in Bihar ahead of the assembly elections and clarified that the SIR will be implemented across the country when the time comes.

The ‚INDIA‘ alliance alleges that the purpose of this process in Bihar is to „help“ the BJP-led NDA in the assembly elections by wrongfully removing voters‘ names. On this issue, a statewide ‚Voter Rights March‘ is also being taken out by opposition leader Rahul Gandhi, RJD’s Tejashwi Yadav, and other coalition partners.

The Prime Minister said that the projects launched today in Bihar will provide employment to the people of the state and improve health infrastructure.

He said that 16,000 permanent houses were provided today in the Magadh region of Bihar and that his government is committed to providing such housing to every poor family in the country.

The Prime Minister said that the NDA government is committed to strengthening the railway infrastructure in Bihar.

Referring to ‚Operation Sindoor‘, the Prime Minister said that after terrorists killed our citizens in Pahalgam, he fulfilled his promise made in Bihar to avenge this attack.

Constitution (130th Amendment) Bill

The Constitution (130th Amendment) Bill, commonly known as the Women’s Reservation Bill, is a landmark piece of Indian legislation that was passed in 2023. It amends the constitution to reserve one-third of all seats in the Lok Sabha (India’s lower house of parliament) and state legislative assemblies for women. The bill’s history is long and contentious, having been introduced in various forms in parliament for nearly three decades before its eventual passage.

Lok Sabha

The Lok Sabha is the lower house of India’s bicameral Parliament, located in New Delhi. It was established by the Constitution of India in 1952, following the country’s independence, and its members are directly elected by the people. The name translates to „House of the People,“ reflecting its role as a representative body that forms the government and passes laws.

Election Commission

The Election Commission is an independent constitutional body responsible for overseeing the electoral process and ensuring free and fair elections in a country. Its history is tied to the development of modern democratic nations, with many established to administer elections following the expansion of voting rights or a country’s independence. Its core functions include maintaining voter rolls, enforcing electoral laws, and announcing official results.

Special Intensive Revision (SIR)

This does not refer to a physical place or cultural site, but rather to an academic program. The Special/Selective Intensive Revision (SIR) is a preparatory course, notably offered in Australia, designed to help final-year high school students revise for their major end-of-year examinations. Its history is rooted in the competitive academic environment, having been established to provide focused, intensive study outside of the standard school curriculum.

Operation Sindoor

I am not familiar with a cultural site or historical event known as „Operation Sindoor.“ It is possible this term refers to a specific local event, a piece of fiction, or may be a mistranslation. Could you please provide more context or verify the name?

Pahalgam

Pahalgam is a scenic hill station in the Indian-administered union territory of Jammu and Kashmir, renowned for its lush meadows and the Lidder River. Historically, it was a humble shepherd’s village before developing into a popular tourist destination and a starting point for the annual Amarnath Yatra pilgrimage.

Magadh region

The Magadh region in modern-day Bihar, India, was the center of several major ancient Indian empires, most notably the Maurya and Gupta dynasties. It is historically significant as a cradle of Indian civilization and was a powerful hub for learning, politics, and the early development of both Buddhism and Jainism. Its historical capital, Pataliputra (modern Patna), was one of the largest and most prosperous cities in the ancient world.

Bihar

Bihar is an ancient Indian state with a rich historical legacy, as it was the center of powerful empires like the Magadha and the setting for the rise of Buddhism and Jainism. It is home to significant archaeological and pilgrimage sites, including Bodh Gaya, where the Buddha attained enlightenment. The region’s history as a seat of learning is also exemplified by the ruins of the ancient Nalanda University.
