Focusing on the theme „Comprehensively Serving and Safeguarding National Strategies, Striving to Build a Yangtze River Delta Innovation Hub,“ the Shanghai Municipal Government Information Office held the 16th press conference in the „Action Paints the Answer, Relay the New Blueprint“ series showcasing Shanghai’s achievements under the 14th Five-Year Plan.

It was stated that since the start of the 14th Five-Year Plan period, Qingpu District has used major strategic tasks such as serving and implementing the China International Import Expo, the Yangtze River Delta Integration Demonstration Zone, the Hongqiao International Open Hub, and new city construction as driving forces, propelling economic and social development to a new level. In 2024, Qingpu’s regional GDP reached 182.5 billion yuan, 1.5 times that at the end of the 13th Five-Year Plan period.

Qingpu leverages the strong momentum from Hongqiao in the east and connects to the vast hinterland of the Yangtze River Delta in the west, while the central new city strengthens strategic links with both wings, continuously enhancing the city’s energy level and core competitiveness.

In the eastern wing, the „Greater Hongqiao“ international open hub is taking shape. As the permanent host of the CIIE, the Hongqiao Qingpu area is accelerating the development of a cluster zone for private enterprise headquarters and a Silk Road E-commerce Cooperation Pilot Zone, attracting leading companies like Midea, NetEase, Anta, and Bosideng. The district has gathered 109 headquarters enterprises and 38 listed companies. Cross-border e-commerce import and export volume from January to October 2025 reached 8.29 billion yuan, ranking first in the city.

In the western wing, the „Demonstration Zone“ is undergoing rapid changes in building an „Innovation Green Core.“ Aligning with the requirements of an „innovation field“ and incubator, efforts have driven the landing of Huawei’s largest global R&D center, gathering high-energy platforms like the Xicen Science and Innovation Park, Innovation Engine, and national key laboratories. Projects such as the Demonstration Zone Line, the Shanghai-Suzhou-Huzhou High-Speed Railway, and the western extension of Line 17 support the „Demonstration Zone on Rails.“ The „Fangting Water Courtyard,“ spanning three locations, has become a new landmark for Yangtze River Delta integration. Qingpu, Wujiang, and Jiashan have strengthened cross-regional coordination, achieving „one blueprint managing the entire area“ and „one set of standards managing quality,“ resulting in 154 institutional innovation achievements, with 61 replicated and promoted nationwide.

In the central Qingpu New City, key industries like high-end equipment manufacturing and biomedicine are clustering and gaining strength. Huawei’s „Yangtze River Delta AI+ Joint Innovation Center“ has commenced construction, and the brand of „the first stop for Yangtze River Delta enterprises entering Shanghai and going global“ continues to gain recognition.

It was reported that during the 14th Five-Year Plan period, Qingpu District seized opportunities presented by overlapping national strategies, vigorously promoted industrial and technological collaborative innovation. The output value of strategic emerging industries as a proportion of the total output value of industries above designated size increased by 12.5 percentage points compared to the end of the 13th Five-Year Plan period. Adhering to the deep integration of technological innovation and industrial innovation has accelerated the gathering of various innovation and entrepreneurship elements in Qingpu, making the core driving force of the „Yangtze River Delta Innovation Hub“ increasingly powerful.

Regarding industrial cluster development, Qingpu District has continued to focus on细分赛道 such as integrated circuit design, integrated circuit equipment, electronic modules, smart terminals, and software. Major projects like Huawei, Midea, and NetEase have been completed and put into operation, achieving breakthroughs and leaps in the new-generation information technology industry. From January to October 2025, revenue from Qingpu’s new-generation information technology industry grew by 20.4%, with annual revenue expected to exceed 100 billion yuan, potentially doubling compared to the end of the 13th Five-Year Plan period.

The modern logistics industry has seen quality improvements and upgrades. The agglomeration effect of headquarters for „San Tong Yi Da Yi Tu“ continues to be released. Over the past five years, the number of enterprises above designated size in the sector grew by over 90%, with average annual revenue growth exceeding 25%. China International Import Expo

The Yangtze River Delta Integration Demonstration Zone is a strategic pilot region established in 2019, spanning parts of Shanghai, Jiangsu, and Zhejiang provinces. Its primary purpose is to experiment with and demonstrate policies for deeper socio-economic integration, coordinated development, and ecological protection within the broader Yangtze River Delta, China’s most economically dynamic area. The Hongqiao International Open Hub is a modern economic and trade zone in Shanghai, developed from the original Hongqiao Economic and Technological Development Zone established in 1983.
