On May 13, the fifth meeting of the Wuhan Industrial Innovation and Development Institute Council was held. A senior official attended the meeting and delivered a speech. He emphasized the need to thoroughly implement important discussions on scientific and technological innovation and to fully leverage the role of new-type research and development institutions. He called for reform and innovation as the fundamental driving force to promote the deep integration of scientific and technological innovation, industrial innovation, and financial innovation, better serving the construction of the city’s key centers.

The meeting heard a report on the completion of work and final budget accounts of the institute for 2025, and reviewed matters including the institute’s annual assessment results for 2025, work plan for 2026, and budget arrangements. It was pointed out that in recent years, with strong support, the institute has achieved positive results in building an innovation system, accelerating achievement transformation, and gathering high-end resources. It is necessary to further enhance the sense of mission, responsibility, and urgency to serve the overall situation and strive for first-class performance, scientifically plan development for the next five years, implement various tasks this year, and strive to build the institute into a first-class in China and internationally renowned new-type R&D institution.

Efforts should be made in innovating scientific research paradigms and promoting breakthroughs in scientific and technological innovation, closely aligning with industrial development needs, integrating innovative resources, promoting the establishment of industrial innovation consortia, building a high-level AI research and development platform, strengthening the innovation center for disruptive technologies, and enhancing the supply of high-quality technology. Efforts should be made to strengthen incubation functions and promote the transformation of scientific and technological achievements, focusing on technology maturation, enterprise incubation, and ecological catalysis, building a full-cycle incubation service system, helping to discover good projects, attract good talent, and gather good capital, and promoting the nearby transformation of more scientific and technological achievements. Efforts should be made to optimize linkage functions and gather high-end innovation elements, strengthening connections with advantageous industries, enhancing docking with central and state-owned enterprises, chain-leading enterprises, venture capital institutions, and key laboratories, attracting and gathering global high-level talent, high-value patents, and high-growth enterprises, and accelerating the construction of a hub-type new-type R&D institution. Efforts should be made to innovate institutional mechanisms and stimulate endogenous motivation, focusing on bottlenecks and obstacles in the operation of science and technology innovation platforms, achievement docking and transformation, project investment and financing, and talent introduction, training, and use, increasing the intensity of pilot and trial efforts, and exploring more replicable and promotable experiences and practices.

It was required to strengthen organizational leadership, establish a cross-departmental, cross-field, and cross-level coordination mechanism, promptly coordinate and resolve difficulties and problems in the development of new-type R&D institutions, improve assessment and incentive mechanisms, strengthen service guarantees, and support the institute to become stronger and better. The institute should strengthen its own construction, continuously improving the level of scientific and standardized management and market-oriented professional operation. Efforts should be made to gather development forces from multiple sides, ensuring the implementation of various work tasks.
