On December 25, during the provincial economic work conference, the provincial governor participated in the third group discussion.
The participants engaged in in-depth discussions on the economic work for the province in 2026. There was unanimous agreement that the provincial committee’s comprehensive plans for the coming year, which thoroughly implement the spirit of the Central Economic Work Conference and closely align with the actual conditions of the province, set proactive and pragmatic goals with feasible measures. All expressed their commitment to fully implementing the conference’s spirit in line with their specific circumstances, striving to make new and greater contributions to the construction of the pivotal region.
After listening to the speeches, the governor emphasized the need to unify thoughts and actions with the scientific assessments and policy decisions of the Central Committee. The focus should be on accelerating the establishment of a crucial strategic pivot for the rise of the central region. This requires multi-dimensional analysis of the situation, precise response to challenges, with reform and innovation as the fundamental driving force and full and rigorous Party self-governance as the fundamental guarantee. The goal is to vigorously promote high-quality economic and social development across the province and strive to create a high-quality life for the people.
The governor pointed out that to do a good job in next year’s economic work, it is essential to accurately grasp the new historical position of China’s development, accurately understand the current strategic opportunities and risk challenges, and accurately comprehend the goals, tasks, and strategic deployments for China’s 15th Five-Year Plan period. Efforts should be made to serve the overall situation of Chinese modernization through high-quality development within the province.
The governor emphasized the need to carry out all aspects of next year’s economic and social development work scientifically and pragmatically, in accordance with the overall thinking and specific arrangements proposed by the provincial economic work conference. It is necessary to coordinate efforts on both supply and demand sides to stabilize growth, by vigorously boosting consumption, expanding effective investment, stabilizing foreign exports, and promoting enterprise growth, quality improvement, and industrial transformation and upgrading, thereby continuously consolidating and expanding the positive momentum of stable economic performance. A multi-pronged, comprehensive approach must be taken to prevent risks, effectively preventing and resolving economic risks such as local government debt, real estate operations, small and medium-sized financial institutions, and illegal financial activities, as well as risks in other areas like social stability, production safety, natural disasters, and ecological and environmental protection, resolutely safeguarding the bottom line of security. Efforts to ensure people’s livelihoods should be based on doing the utmost within capabilities, striving to meet the basic livelihood needs of the masses while considering improvements to living standards according to actual capacity, using reform methods more extensively to enhance the people’s sense of gain and satisfaction.
The governor stressed that to achieve the high-quality completion of the goals and tasks set by this conference, it is essential to adhere to reform and innovation as the fundamental driving force, coordinate the promotion of deep-level reforms, high-level opening-up, and collaborative innovation. This will accelerate the reconstruction of a development model characterized by “domestic demand-led, consumption-driven, and endogenous growth” and a growth engine driven by both “technological innovation and institutional innovation.” The aim is to vigorously promote a comprehensive green transformation of the province’s economic and social development, strive to foster urban-rural integration, regional coordination, and common prosperity, and endeavor to shape more innovation-driven, first-mover advantage-based leading development.
