On September 17, the 2025 Hubei Talent Week was launched in Wuhan. It was announced at the meeting that Wuhan has now gathered over 1,000 AI companies, with an average annual growth rate of over 30% in the industry scale in the past three years. The relevant policies introduced by Wuhan this year provide top scientists in this field with project funding of up to 100 million yuan.
As one of China’s three major intellectual-intensive regions, Wuhan is accelerating the transformation of its advantages in science, education, and talent, and is fully advancing technological and industrial innovation led by artificial intelligence.
Wuhan is a national next-generation artificial intelligence innovation and development pilot zone and a national artificial intelligence innovation application leading zone. Over 1,000 AI companies are connected like a string of pearls, and more than 500 application scenarios empower thousands of industries and drive comprehensive renewal, with an average annual growth rate of over 30% in the industry scale in the past three years. Starting this year, top scientists and leading talents who can significantly promote the development of Wuhan’s AI industry can be evaluated on a case-by-case basis and provided with project funding of up to 100 million yuan and 10 million yuan, respectively. The “Wuhan Talent Plan” includes separate support quotas for AI talents, and selected talents can receive up to 1 million yuan in funding. Special AI tracks are set up in municipal-level innovation and entrepreneurship competitions such as the “Wuhan Cup” and “Hero Cup,” and winning talent teams can receive up to 1 million yuan in funding. In addition, Wuhan will invest 20 million yuan in special funds annually to support companies in introducing urgently needed AI talents.
At the same time, Wuhan’s “8 intelligent computing centers + 2 supercomputing centers” form a multi-level computing power supply system. Ninety-six provincial-level new R&D institutions, 210 municipal-level pilot platforms, and 32 concept verification centers accelerate the transformation of innovative achievements. The Wuhan Fund and Jiangcheng Fund drive social capital into the AI blue ocean. Starting this year, Wuhan will organize AI research talents to carry out project cooperation with enterprises, and those with outstanding performance will receive a reward of up to 100,000 yuan per person. An annual “Wuhan Youth Talent Innovation Voucher” of 10 million yuan will be established to support AI youth talent-founded enterprises in purchasing technological innovation services. Fifty AI startups will be selected annually, with up to 1 million yuan in funding provided.
In addition, while providing tiered and classified talent services such as spouse relocation, priority medical treatment, and transportation, Wuhan will also provide centralized housing security房源 for AI talents. On September 17, at the launch of the 2025 Hubei Talent Week, six financial institutions集中 issued “talent loans” to six representative talent enterprises, with a total amount of 57 million yuan. The Yangtze River Doctoral Entrepreneurship Plan was officially released. The Yangtze River Industrial Investment Group will take the lead in establishing a 500 million yuan “Yangtze River Doctoral Talent Entrepreneurship Investment Fund” and will hold the “Yangtze River Doctoral Entrepreneurship Competition” annually.
