From “companies seeking policies” to “policies finding companies,” the Tianmen Municipal Bureau of Economy and Information Technology has driven changes in service efficiency through improvements in cadre capabilities, breaking through the “last mile” of policy implementation.
Since the beginning of this year, the bureau has taken the “Year of Cadre Quality Improvement” as an opportunity to focus on enhancing cadre capabilities, corporate efficiency, and industrial quality. It has deeply implemented the “Industrial Doubling Project,” achieving impressive results: from January to July 2025, the value-added of large-scale industries in Tianmen increased by 20.4% year-on-year, with growth rates ranking first in the province for seven consecutive months. Among these, the recycled non-ferrous metals industry saw a net output value increase of 5.56 billion yuan, and it is projected to exceed 10 billion yuan this year.

Halving Subsidy Application Steps, Delivering Services “Door-to-Door”
“In the past, applying for a subsidy required visiting six or seven departments and preparing a stack of documents. It could take almost half a year for approval to come through,” recalled the head of Zhenyu Technology. This “marathon” application process often caused companies to miss development opportunities.
Targeting this pain point, early this year, the Tianmen Municipal Bureau of Economy and Information Technology joined forces with finance, audit, and other departments to form a “Policy Implementation Task Force.” They broke down departmental barriers, integrated service functions, and shifted from single-department “solo efforts” to multi-department “collaborative operations.” They halved the original six application steps, compressing them into “data compilation—company confirmation—fund disbursement,” achieving data sharing and parallel processes to enable companies to “enjoy benefits without application” or “enjoy benefits upon application.”
Zhenyu Technology became one of the first beneficiaries. The task force provided door-to-door guidance three times, helping the company quickly complete its application. A 12 million yuan subsidy for technological transformation was disbursed promptly, facilitating the smooth implementation of the company’s digital upgrade. In the first eight months of this year, the company’s output value grew by over 20%. “With the support of the Bureau of Economy and Information Technology, we have more confidence in innovation and development!” said the head of Zhenyu.

If “task force door-to-door service” represents an upgrade in universal services, then “one company, one policy” offers tailored, precise support.
Bao’ang New Materials is a major supplier to well-known panel companies like BOE and Visionox. After the company raised development concerns, the Tianmen Municipal Bureau of Economy and Information Technology quickly organized a “one company, one policy” meeting with multiple departments to conduct a joint “diagnosis.” Ultimately, the company received 12.52 million yuan in policy funding support.
Inside the 10,000-class clean room of Hubei Bao’ang New Materials Technology Co., Ltd., which has an automation rate of over 70%, polarizing sheets stream out of testing equipment one after another as staff members collect the finished products.
“Policy benefits delivered directly to companies allow us to invest boldly and innovate fearlessly!” said the company’s head. With this funding, the company accelerated its technological transformation and expansion processes, successfully joining the ranks of provincial-level specialized and sophisticated SMEs. It is projected that overall revenue will increase by 20% this year.
The Tianmen Municipal Bureau of Economy and Information Technology has organized 25 such “one company, one policy” on-site meetings and established a supporting “three-tier supervision” mechanism: specialists track progress weekly, departments provide monthly feedback, and leaders conduct regular reviews to ensure 100% implementation of agreed matters. According to statistics, from January to August this year, these 25 key “one company, one policy” enterprises achieved an output value of 7.852 billion yuan.
