Nearly 12 trillion yuan in regional GDP, over 320 billion yuan in cross-regional technology contract turnover, 104 mutual recognition items for medical test results across three regions, more than 11,000 kilometers of railway operating mileage, and expressway mileage… These impressive figures outline the solid progress of the Beijing-Tianjin-Hebei coordinated development, expanding in breadth and depth.

As a major national strategy, the three regions of Beijing, Tianjin, and Hebei adhere to a unified blueprint, working together as a cohesive whole. They have achieved continuous breakthroughs in relieving non-capital functions, building the “new two wings,” constructing a modern capital metropolitan area, integrating technological innovation with industry, and coordinating key areas. The regional development level has been comprehensively elevated, and steady and robust steps have been taken in building a pilot zone and demonstration area for Chinese-style modernization.

Coordination Mechanisms Continuously Improved, Overall Linkage Efficient and Effective

The three regions have established a consultation mechanism for party and government leaders, with high-level coordination and meticulous planning. The joint office of the three regions coordinates overall work, while 18 thematic working groups covering transportation, industry, science and technology, business environment, and adjacent areas strengthen inter-group linkages. This builds a work system where major matters are coordinated, tasks are supervised, and implementation is led by dedicated teams, making connections tighter, linkages more efficient, and progress more powerful.

Relief and Quality Improvement Firm and Orderly, Capital Functions Optimized and Enhanced

Adhering to the principle of advancing through relief and gaining through sacrifice, the capital’s functions are continuously optimized and enhanced during the relief process. Active support is provided for the relief of central government projects, with headquarters of China Star Network, Sinochem, and Huaneng relocating to Xiong’an New Area. Special actions for relief, rectification, and quality improvement have been deeply carried out, with over 3,400 general manufacturing enterprises having been relieved and upgraded, providing more space for the development of high-precision and cutting-edge industries.

“New Two Wings” Flying Side by Side, Urban Capacity Fully Leaping

The modern new city of Xiong’an New Area is rapidly rising, with over 5,300 buildings erected. Central enterprises have established over 400 various branches. Construction has started on the Xiong’an campuses of four ministry-affiliated universities. The main structure of Peking University People’s Hospital’s Xiong’an campus has been fully topped out, and the Xiong’an campus of Peking Union Medical College Hospital’s National Medical Center is accelerating construction. The Xiong’an New Area Zhongguancun Science Park has registered and housed over 270 enterprises, attracting more than 2,500 innovative talents. A total of 278 government service scenarios have been implemented for “same-city” treatment between Beijing and Xiong’an.

The pace of high-quality development in Beijing’s subsidiary administrative center is accelerating. The comprehensive reform pilot for market-oriented allocation of production factors has been approved by the State Council, and the Beijing Subsidiary Administrative Center Regulation will take effect on May 1, 2026. A batch of major projects is accelerating construction, with the East Sixth Ring Road renovation project completed and opened to traffic, Beijing Tongzhou Station put into operation, and the “Wanli” commercial complex grandly opened. The construction of the National Green Development Demonstration Zone has yielded fruitful results, with the National Green Technology Trading Center inaugurated, and the cumulative transaction volume of the national greenhouse gas voluntary emission reduction trading market exceeding 800 million yuan.

Modern Capital Metropolitan Area Taking Shape, Regional Coordination Deepening

In January this year, the spatial coordination plan for the modern capital metropolitan area was approved, the first metropolitan area plan approved by the Central Committee of the Communist Party and the State Council. The three regions are accelerating the high-quality construction and development of commuting circles, functional circles, and industrial coordination circles. New progress has been made in the integrated development of adjacent areas. The construction of the integrated high-quality development demonstration zone between Tongzhou District and the three northern counties (Beisanxian) is accelerating, with Tongzhou District Maternal and Child Health Hospital fully managing Dachang County Maternal and Child Health Hospital, the Shixiao Road completed and opened to traffic, and the main structures of 20 stations along the Rail Transit Line 22 topped out. The industrial innovation and development of key border areas in Tongzhou, Wuqing, and Langfang are being promoted. The three regions, following the approach of unified planning,
