The State Council recently issued the “Opinions on Deepening the Implementation of the ‘AI+’ Initiative” (hereinafter referred to as the “Opinions”).
The “Opinions” adhere to a people-centered development philosophy, fully leveraging advantages such as abundant data resources, a complete industrial system, and broad application scenarios. They emphasize forward-looking planning, systematic layout, sector-specific policies, open sharing, and security control. Focusing on areas including technology, industry, consumption, livelihoods, governance, and global cooperation, the initiative aims to deeply implement the “AI+” action, fostering new infrastructure, technological systems, industrial ecosystems, and job opportunities. This will accelerate the cultivation of new productive forces, ensure that all people share in the benefits of AI development, and better serve modernization efforts.
The “Opinions” propose accelerating the implementation of six key actions. First, “AI+” in science and technology to accelerate scientific discovery, drive innovation in R&D models, and enhance efficiency, while innovating research methods in philosophy and social sciences. Second, “AI+” in industrial development to cultivate new smart-native models and formats, promote intelligent development across all industrial elements, accelerate digital and intelligent transformation in agriculture, and innovate new service industry models. Third, “AI+” in consumption upgrade to expand new service consumption scenarios and foster new product consumption formats. Fourth, “AI+” in people’s livelihoods to create smarter ways of working, implement more effective learning methods, and build a higher quality of life. Fifth, “AI+” in governance capacity to pioneer new human-machine collaborative social governance scenarios, establish a new pattern of diversified co-governance in security management, and jointly depict a new vision for ecological governance. Sixth, “AI+” in global cooperation to promote inclusive sharing of AI and jointly build a global AI governance system.
The “Opinions” propose strengthening eight foundational support capabilities, including enhancing model foundational capabilities, innovating data supply, coordinating intelligent computing power, optimizing the application development environment, promoting open-source ecosystem prosperity, strengthening talent team development, ensuring policy and regulatory support, and improving security capabilities.
The “Opinions” require ensuring that leadership is maintained throughout the entire process of the “AI+” initiative. Relevant authorities must strengthen coordination, while all regions and departments should implement the policies based on local conditions to ensure effective results. Demonstration and guidance should be emphasized, with timely summarization and promotion of best practices. Public communication and guidance should be enhanced to build broad social consensus and create a favorable atmosphere for全社会 participation.
