On August 19, the Municipal People’s Congress held a professional knowledge competition with the theme “Strengthening Skills Through Learning and Practice, Enhancing Efficiency Through Competition.”

This was the first professional knowledge competition organized by the Municipal People’s Congress, focusing on the study of two books: “Xi Jinping’s Thoughts on the Rule of Law” and “On Upholding and Improving the People’s Congress System.” It was closely integrated with the practical work of the People’s Congress, covering theoretical knowledge, laws and policies, and practical skills related to its operations. The competition atmosphere was lively, with six participating teams well-prepared and demonstrating solid knowledge reserves and excellent spirit in segments such as required answers, quick responses, and reading experience sharing.

It was noted that this competition is both a concrete action to implement the organizational department’s “Autumn Drill – Large-Scale Training” activity and an effective measure to enhance the履职 capabilities of congress cadres and foster a positive atmosphere of learning and competition. The work of the People’s Congress is highly political, legal, and professional, involving various aspects of economic and social development. To perform well and fulfill the duties granted by the Constitution and laws, it is essential to persistently strengthen learning and improve professional skills and overall quality. It is hoped that all cadres will take this competition as a new starting point, deepen their understanding of the rules of the congress system and its work through continuous learning, and translate learning outcomes into strategies for planning the future work of the Municipal People’s Congress, promoting it to new heights in the new era and contributing to high-quality development.

Other officials attended the event.

Xi Jinping’s Thoughts on the Rule of Law

“Xi Jinping Thought on the Rule of Law” is a key component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, which serves as a guiding principle for China’s legal development. It emphasizes the comprehensive advancement of law-based governance and the building of a socialist country under the rule of law. This concept was formally established to guide China’s legal system and governance, reflecting the continuous evolution of the country’s legal framework.

On Upholding and Improving the People’s Congress System

“On Upholding and Improving the People’s Congress System” is a guiding principle in China’s political development, not a physical place. It refers to the ongoing political doctrine of strengthening the system of people’s congresses, which is the fundamental political system of the People’s Republic of China. This system, established after the founding of the PRC, is designed to be the organizational form of the state power where the people are the masters.
