On the afternoon of April 16th, a release event for medical corpus achievements was successfully held at the Chengmai Center. The event saw the release of the first batch of high-quality medical corpora and usage management rules to national AI healthcare enterprises and research institutions. It also included the signing of data supply agreements with ecosystem partners and strategic cooperation agreements for data circulation, officially embarking on a new journey of compliant circulation of medical data elements to empower the industry.
At the event, three clinical-grade specialized corpora were officially released: Physical Examination & Health, Weight Management, and Ultrasound Medical Imaging. These are high-quality medical corpora that have been meticulously annotated under expert guidance, covering multiple diseases and modalities. They provide an authoritative, secure, and usable data foundation for research and application in scenarios such as health risk assessment, chronic disease prevention and intervention, and intelligent assisted diagnosis. Currently, efforts are accelerating to jointly build a medical corpus center with the City People’s Hospital and the Luohu Hospital Group. Five additional corpora—Pathology, Radiology Quality Control, GCP, CT, and DR—are also being rapidly developed. In the future, this will form a matrix of medical corpora across eight specialized fields.
To ensure the secure and compliant use of data, the “Luohu District Medical Corpus Usage Management Rules” were introduced at the event. These rules implement a management model featuring categorized applications, full-process compliance, and portable results, adhering to the principles of data not leaving the domain and full-process traceability. This allows enterprises and research institutions to use the data with confidence and innovate freely within the compliant framework.
During the ecosystem cooperation segment, strategic agreements were signed. The District Bureau of Science, Technology, and Industry Information Technology completed medical corpus data supply agreements with three ecosystem partners. The District Bureau of Government Services and Data Management reached a strategic cooperation agreement with the Shenzhen Data Exchange on medical corpus circulation. Together, they will research key mechanisms such as data rights confirmation, pricing, and circulation, innovatively exploring the “Luohu Path” for compliant medical data circulation.
This release event is a significant measure by the district to implement market-oriented reforms for data elements and promote the deep integration of the data industry with the life and health industry. Moving forward, the district will continue to build and utilize the medical corpora effectively, open up more application scenarios, attract national AI healthcare innovation resources, and promote the deep integration of “data + algorithms + scenarios + industry.” The goal is to gradually achieve an ecological closed loop from data supply to scenario empowerment, and further to industry leadership, creating a “Luohu Model” for the market-oriented allocation reform of data elements.
