Shortly after the conclusion of the National Two Sessions and the release of the outline for the country’s 15th Five-Year Plan, an inspection tour was conducted in the Xiongan New Area of Hebei Province.

Reviewing the construction progress in the start-up area, visiting China Huaneng Group Co., Ltd. and the Xiongan Campus of Beijing No.4 High School, and presiding over a symposium on further promoting the high-quality construction and development of the Xiongan New Area… This visit contained profound considerations for guiding a successful start to the “15th Five-Year Plan”.

First, once a plan is set, it must be implemented, moving forward step by step.

With the plan established, the focus is on implementation. It was emphasized during the National Two Sessions that “good planning and execution must be combined.”

Over the past 9 years, from a piece of land and a blueprint to a city, the Xiongan New Area has steadily advanced and grown according to the established plan and deployment, achieving “major phased results,” which fully embodies this requirement.

Over these 9 years, four inspection tours have been made to Xiongan, each time providing targeted guidance at critical junctures, progressively advancing and deepening the work.

Strategic planning proceeds step by step, while implementation remains consistent. Both the Five-Year Plans and the construction of the Xiongan New Area reflect China’s unique institutional advantages and governance wisdom.

Five years ago, the Xiongan New Area was first included in the national five-year plan. The outline for the “14th Five-Year Plan” proposed to “build the Xiongan New Area with high standards and quality, accelerate the construction of the start-up and initial areas, and promote innovation in the management system.” In the outline for the “15th Five-Year Plan” released this March, “advancing the construction of a modern city in the Xiongan New Area with high standards and quality, and improving the management system” is clearly listed.

Both plans incorporate the Xiongan New Area into the regional development strategy layout and call for innovation and improvement in the management system. The construction of the Xiongan New Area is not only crucial for the coordinated development of the Beijing-Tianjin-Hebei region but also serves as a testing ground for deepening reform and opening up in the new era, bearing the responsibility of advancing Chinese modernization over the next 5, 10 years, and even longer.

Observing one area is for better overall coordination. At the Central Economic Work Conference at the end of last year, it was emphasized: “Once a decision is made, it must be implemented. All departments and levels must have a broad perspective and strong execution.”
