As the “starting point” along the Shanghai-Nanjing Industrial Innovation Belt and the “western hall” connecting Shanghai to the Yangtze River Delta, Putuo District has consistently taken the initiative to deepen the path of regional collaborative innovation. To thoroughly implement the spirit of the Fourth Plenary Session of the 20th Central Committee, the Eighth Plenary Session of the 12th Municipal Party Committee, and the municipal party committee’s quarterly work conference, and to promote coordinated development from geographical “adjacency” to industrial “integration,” a special inspection tour was conducted to the top 100 county-level cities along the Shanghai-Nanjing Industrial Innovation Belt.

This trip serves as a concrete practice in implementing the Yangtze River Delta integration development strategy. It is also a key initiative for Putuo District to leverage its locational advantages, deepen the “Eight Cities, One District” collaborative mechanism, and promote the deep integration of innovation, industrial, and talent chains. The aim is to further activate the flow of innovative elements with cities along the belt and jointly draw a “concentric circle” for the high-quality development of the Shanghai-Nanjing Industrial Innovation Belt.

Closely following the pulse of the times in Yangtze River Delta integration development, the delegation first visited Kunshan and Changshu, among the top 100 county-level cities along the Shanghai-Nanjing Industrial Innovation Belt. Following the main thread of “industrial chain complementarity and innovation chain synergy,” the delegation visited scientific and technological industrialization bases, industrial exhibition platforms, the production workshops of leading enterprises, and industrial innovation display platforms, conducting a precise, pragmatic, and efficient inspection tour.

In Kunshan, the delegation visited the Zhongke Controllable Information Technology Industrialization Base to learn in detail about the enterprise’s technological innovation progress and core technology breakthroughs. They also researched Qingtao Energy, delving into the industrialization process of solid-state lithium battery product development and market applications. At AU Optronics (Kunshan) Co., Ltd., they listened to introductions on the company’s technical processes and R&D investments. At the Kunshan Coffee Industry Creative Center, through physical displays and digital means, the delegation gained an immersive understanding of Kunshan’s planning blueprint for building a trillion-yuan coffee industry.

In Changshu, the delegation visited the Changshu High-Tech Zone Innovation Exhibition Center, Jiangsu Zenergy Battery Technology Co., Ltd., Jiangsu Henry Carbon Fiber Technology Co., Ltd., Kaiber (Changshu) Seat Mechanical Components Co., Ltd., Bosideng Group, and Changshu Switchgear Manufacturing Co., Ltd. Through visits to workshops and exhibition halls, they gained firsthand insight into the enterprises’ development momentum. From the innovative processes in new energy batteries and the innovative applications of carbon fiber composite materials to the flexible production of automotive components, the inspection group observed real scenarios, discussed innovation, and learned in detail about the enterprises’ practices and considerations regarding technological breakthroughs, industrial transformation and upgrading, and industrial chain collaboration.

During the inspection, it was pointed out that Putuo is actively contributing to the construction of the Shanghai-Nanjing Industrial Innovation Belt, continuously deepening the role of technological innovation in leading industrial innovation, and accelerating the construction of a “Collaborative Innovation Vitality Zone and Bamasuhe Quality Zone.” Putuo shares geographical proximity, close people-to-people ties, and industrial connections with Kunshan and Changshu. It was expressed that all parties should jointly seize strategic opportunities such as the integrated development of the Yangtze River Delta and the construction of the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center. By relying on resource sharing and complementary advantages, and focusing on innovation sourcing, industrial integration, and factor flow, they should deepen efforts in advanced manufacturing, new energy, and other fields, build distinctive industrial clusters, amplify the influence of unique brands, continuously broaden cooperation areas, enhance cooperation levels, and promote the deep integration of innovation, industrial, capital, and talent chains. This will ensure alignment in implementing national strategies, resonance in efforts, and mutually beneficial cooperation.

Throughout the journey of observation and discussion, the industrial strengths of the two locations and Putuo’s innovation resources sparked collaborative ideas in the exchanges, injecting new momentum into the coordinated development of the Shanghai-Nanjing Industrial Innovation Belt. This is deepening and solidifying cooperation between Putuo and the top 100 county-level cities along the belt. A picture of collaborative innovation characterized by complementary advantages and mutual benefit is gradually unfolding.

Moving forward, Putuo District will focus on its advantageous fields, strengthen joint innovation research

Shanghai-Nanjing Industrial Innovation Belt

The Shanghai-Nanjing Industrial Innovation Belt is a strategic economic corridor in China’s Yangtze River Delta, linking the megacity of Shanghai with the historical capital Nanjing in Jiangsu province. Historically a major industrial and transportation artery, it has been transformed in recent decades into a high-tech hub focused on advanced manufacturing, R&D, and innovation-driven industries. This initiative represents a shift from traditional heavy industry to a modern, integrated economic zone driving regional development.

Yangtze River Delta

The Yangtze River Delta is a highly developed and economically vital region in eastern China, encompassing Shanghai and parts of Jiangsu, Zhejiang, and Anhui provinces. Historically, its network of rivers and canals facilitated trade and agriculture for centuries, making it a cultural and commercial heartland. Today, it is a global economic powerhouse and a key driver of China’s modernization and urbanization.

Zhongke Controllable Information Technology Industrialization Base

The Zhongke Controllable Information Technology Industrialization Base is a major Chinese technology park and research hub focused on developing secure and independent (“controllable”) information technology, such as semiconductors and software. It was established to advance China’s strategic self-reliance in core technologies, often in partnership with the Chinese Academy of Sciences and state-owned enterprises. Its history is tied to national initiatives over the past decade to reduce foreign technological dependence and strengthen domestic innovation in critical infrastructure.

Qingtao Energy

“Qingtao Energy” does not refer to a recognized historical place or cultural site. It appears to be the name of a modern company, likely in China’s energy sector (such as Qingdao Energy Group or similar entities), involved in utilities like heating and gas supply. Therefore, it does not have a cultural history to summarize in the traditional sense.
